Notification No. 47/2019-Central Tax made the annual return optional for registered persons with aggregate turnover below Rs 2 crore for the financial years 2017-18 and 2018-19. CBIC clarified that such a taxpayer who does not file FORM GSTR-9 by the due date will be deemed to have furnished it, and that a return filed after the due date will not be treated as deemed furnished. What penalties does Section 122 of the CGST Act prescribe, and for which offences?
Section 122(1) lists twenty-one offences, including supplying without an invoice, issuing an invoice without supply, collecting tax but not depositing it beyond three months, failing to deduct or collect TDS or TCS, wrongly availing input tax credit and failing to register when liable. How much time does the GST department have to issue a demand under Section 73?
