Trade Profile and GST Jurisdiction for Perumal Koil Lane, Kotturpuram

Kotturpuram, on the south bank of the Adyar around the Anna Centenary Library and the Housing Board blocks, is a professionals' quarter: independent consultants, architects, tutors and clinics work along Gandhi Mandapam Road and the numbered Main Roads. Many consultants billing from home offices cross the Rs.20 lakh services threshold quietly, and those serving overseas clients need a live LUT before invoicing exports without IGST. Years of working in and around Kotturpuram have shown us where GST trouble actually begins here — supplier defaults, classification doubts and deadlines lost in busy trading weeks. Our GST Notice Reply is built to close precisely those gaps, and the same team supports businesses in Adyar and Nandanam, each with one point of contact and a compliance calendar maintained on their behalf.

GST jurisdiction for Kotturpuram (PIN 600085): businesses here generally fall under the CGST Chennai South Commissionerate. We regularly represent clients from Kotturpuram before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for Builders and Contractors in Kotturpuram
Under-construction residential sales are taxed at 1 percent for affordable housing and 5 percent for other units, both without input credit, while commercial works contracts run at 18 percent with credit. Builders must procure at least 80 percent of inputs and input services from registered suppliers each year; any shortfall attracts tax under reverse charge, and cement bought from unregistered dealers is taxed under reverse charge at its full rate regardless of the shortfall test. Development rights and joint development agreements carry their own liability trigger points. A specialist runs the 80-20 computation annually and tracks reverse charge on cement and landowner area sharing so project costing stays accurate.
You can move your GST Notice Reply to a new consultant in Kotturpuram at any time mid-year; past filings are reviewed, pending items are regularised, and ongoing fees start at Rs.2,999.
Why Us

Why Perumal Koil Lane, Kotturpuram Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

Notice Support Does Not Stop at Filing

If a query, ASMT-10 scrutiny notice or DRC-01 arrives on a return we filed, we stand behind our work and help you draft the reply. You are not left alone with a departmental letter and a thirty-day clock ticking against you.

E-Commerce Seller Reconciliation, Including TCS

Sellers on Amazon, Flipkart and other marketplaces face a three-way match between marketplace reports, GSTR-1 and the TCS the operator deposits against your GSTIN. We reconcile all three every period and accept the TCS credit, so sellers in Kotturpuram never leave marketplace deductions unclaimed.

GST Portal Expertise, Including the Difficult Days

OTP failures, DSC errors, stuck submissions on due-date evenings — we deal with the GST portal daily and know the workarounds. When the site misbehaves on the 20th, our team keeps retrying and escalating so your return still goes through.

Clean Exits When a Business Closes

Winding up attracts its own GST obligations — the cancellation application, reversal of credit on closing stock, and the final return in GSTR-10 within three months. We close registrations properly so a business you shut in Kotturpuram never writes back to you as a demand years later.

Composition Scheme Compliance Without Slips

Composition dealers have their own rulebook — CMP-08 every quarter, GSTR-4 annually by 30 June, bills of supply instead of tax invoices, and a turnover ceiling that must be watched. We handle each of these correctly so the scheme's simplicity never turns into a violation.

Zero Tolerance for Late Fees and Interest

GSTR-3B late fees run at Rs.50 per day and interest at 18 percent per annum on unpaid tax. Our internal cut-offs sit days ahead of statutory due dates precisely so that our clients never hand the department a rupee they did not owe.

How It Works

Our Notice Reply Process

Notice study

We read the notice line by line, identify the section invoked, the periods covered, the exact information sought and the deadline for response.

Data reconciliation

The figures alleged in the notice are reconciled against your filed returns, GSTR-2B and books, so the reply is grounded in verifiable numbers rather than assertions.

Reply drafting

We draft a professional, point-wise reply addressing every allegation, attaching reconciliations, invoices and legal support, and share the draft with you for approval.

Filing and payment

The approved reply is filed on the portal within the deadline. Where a small genuine liability exists, we advise payment through DRC-03 to limit interest and penalty.

Closure tracking

We monitor the portal for the officer's response, attend to any further queries or hearing dates, and pursue the matter until a closure or order is received.

Outcomes

What You Get

Practical outcomes our clients measure us by.

No Interest Outflows at 18 Percent

Interest on delayed GST payment runs at 18 percent per annum, which is costlier than most working capital finance. Timely computation and payment through our calendar keeps that meter permanently at zero.

Notices Answered Within the Time Limit

Statutory windows such as thirty days for an ASMT-11 reply are tracked from the day a notice arrives, so responses go in on time, complete, and with your best case properly presented.

Better Cash Flow Planning

You know your expected GST outflow days before the 20th, not on the night of filing. That advance visibility lets you plan payments, collections and bank balances instead of scrambling for funds at the deadline.

Correct Tax the First Time

Rates, reverse charge, place of supply and blocked credits are applied correctly at the preparation stage, so you neither overpay tax you do not owe nor underpay and invite demands with penalty later.

Waiver Benefits Never Missed

Late-fee waivers and amnesty windows notified by the GST Council are applied to your history within their deadlines, capturing reliefs that most businesses only hear about once the window has already closed.

Slips Settled Before They Become Notices

Where a genuine error is found in a past period, voluntary payment through DRC-03 before any notice issues closes the matter at minimal cost, instead of letting it ripen into a demand with penalty.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Goods in transitE-way bills generated correctly and matched to invoices, so consignments pass roadside inspections without detention or penalty.A defective or missing e-way bill can mean detention at a checkpoint, with penalties that dwarf the tax on the consignment.
Late fees and interestFilings go in ahead of statutory dates, so the Rs.50-per-day late fee and 18 percent interest never arise.Late fees accumulate silently every delayed day, and interest on unpaid tax runs at 18 percent per annum.
Refund claimsRFD-01 filed with complete statements and annexures, tracked from ARN to bank credit, with any deficiency memo answered promptly.Incomplete claims bounce back as deficiency memos while the refund sits unclaimed for months and working capital stays blocked.
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
When a notice arrivesA professional drafts the reply in the department's format and files it within the statutory window, such as thirty days for ASMT-11.You face departmental language alone, and a missed reply deadline can convert a simple query into a demand with penalty.
Record keepingEvery return, challan, acknowledgement and working paper archived in an organised folder, retrievable in minutes years later.Documents scattered across email, downloads and old phones; assembling records for a bank or an audit takes days.

Portal Advisory

Amnesty forms SPL-01 and SPL-02 enabled for interest and penalty waiver

GSTN Advisory, January 2025 — filing of waiver applications under Section 128A · 2025-01

GSTN enabled Forms SPL-01 and SPL-02 on the portal from the first week of January 2025 for the Section 128A waiver scheme, under which taxpayers with Section 73 demands for FY 2017-18 to 2019-20 could get interest and penalty waived by paying the tax in full by 31 March 2025. Advisories explained eligibility, the need to withdraw pending appeals first, and the application deadline of 30 June 2025, with a further June 2025 advisory addressing technical glitches faced while submitting applications.

What to do about it: If you settled 2017-20 demands under the amnesty, preserve the SPL filings and payment proofs; if you missed it, factor full interest into dispute strategy.

Circular

Further clarifications on GST valuation of corporate guarantees

Circular No. 225/19/2024-GST · 2024-07-11

Building on the earlier corporate guarantee circular, the Board clarified that the special valuation rule in Rule 28(2) applies to guarantees issued or renewed on or after 26 October 2023, and that the one per cent value is to be read as one per cent per annum of the guarantee amount, apportioned where the guarantee runs for a shorter period. It also confirmed that where the recipient is eligible for full input tax credit, the value declared in the invoice is deemed to be the open market value.

Why this matters: Chennai promoters and holding companies giving guarantees for group borrowings should compute the value annually and, where the borrower takes full credit, can adopt the invoice value.

Case Law

Supreme Court holds validly taken input credit is indefeasible

Collector of Central Excise, Pune v. Dai Ichi Karkaria Ltd — Supreme Court, (1999) 7 SCC 448, judgment dated 11-08-1999 · 1999-08-11

The Supreme Court held that once credit has been validly taken on inputs, it becomes indefeasible. There is no correlation required between a particular input and a particular final product, and the credit need not be reversed merely because the inputs are later used differently, unless a specific provision so requires. Credit is available for utilisation at any time until it is actually used to discharge duty.

How we apply it: A Chennai business can resist reversal demands where the credit was validly taken and no specific provision of the GST law requires reversal.

Already Holding the Notice? Read It in About a Minute

Upload the PDF to our free GST Notice Analyser. It identifies which of 34 notice types you have, pulls out the DIN, GSTIN and tax period, reads the reply date printed on the notice and tells you plainly whether that date has already passed — along with the documents and reconciliations you will need. No payment, no account. If the notice does not state a date we can read, it says so rather than guessing one for you.

Analyse my notice — free WhatsApp it to a consultant

The analyser reports what your notice says and the statutory position for that form. It is not a substitute for a consultant reading your actual records, and a reply should be reviewed before you file it.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Are there any hidden charges for GST notice reply?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
Can I get GST notice reply done online without visiting the office?
Yes, the entire process can be handled online. You share scanned documents on WhatsApp or email, we prepare and file everything on the GST portal, and you receive the acknowledgement and filed copies digitally. Businesses in Kotturpuram regularly complete notice reply with us without a single office visit. If a physical verification or personal hearing is required by the department, we guide you through it.
The department has provisionally attached my bank account under Section 83. What does that mean?
Section 83 empowers the Commissioner, where he records an opinion that protecting revenue requires it, to provisionally attach property including bank accounts during the pendency of specified proceedings, such as assessment, inspection or demand cases. The attachment order is issued in Form DRC-22 and a copy goes to your bank, which freezes debits. Crucially, the attachment automatically ceases to have effect after one year from the order, and it can be lifted earlier through Form DRC-23 if the Commissioner is satisfied. Courts insist the power is draconian and must be exercised with genuine, recorded reasons, which is a strong ground of challenge in suitable cases.
How do I check whether any GST notices have been issued to my business?
Log in to gst.gov.in and go to Services, then User Services, then View Notices and Orders for registration-related communications. Crucially, adjudication notices such as ASMT-10, DRC-01A and DRC-01 appear under a separate tab called View Additional Notices and Orders, which many taxpayers never open. Also verify that the email and mobile number on your registration are current, since the portal sends alerts there. We advise Kotturpuram businesses to check both tabs at least once a month, because a reply deadline starts running from the date of issue on the portal, not from when you happen to see it.
What happens if I ignore a GSTR-3A notice from the GST department?
If the return is not filed within fifteen days, the officer can complete a best judgment assessment under Section 62 and pass an order in Form ASMT-13, estimating your liability from GSTR-1 data, e-way bills and bank information. Such estimates are usually far higher than the actual dues. The assessment is deemed withdrawn if you file the valid return within sixty days of the order, on payment of late fee and interest. Beyond that, the demand becomes recoverable. Several traders in Kotturpuram have faced bank account attachment for ignored GSTR-3A notices, so act within the fifteen-day window.
I got a show cause notice in REG-17 threatening cancellation of my GST registration. What should I do?
Form REG-17 is issued when the officer proposes to cancel your registration, commonly for continuous non-filing of returns, non-existence at the declared premises or wrongful ITC availment. You must reply in Form REG-18 within seven working days and attend the hearing if one is fixed. If the reply satisfies the officer, proceedings are dropped in REG-20; otherwise cancellation is ordered in REG-19. If cancellation happens, you can seek revocation in Form REG-21 within ninety days after filing all pending returns and paying dues. Because cancelled registrations freeze e-way bills and invoicing, treat a REG-17 in Kotturpuram as urgent.
What penalties does Section 122 of the CGST Act prescribe, and for which offences?
Section 122(1) lists twenty-one offences, including supplying without an invoice, issuing an invoice without supply, collecting tax but not depositing it beyond three months, failing to deduct or collect TDS or TCS, wrongly availing input tax credit and failing to register when liable. The penalty is Rs.10,000 or an amount equivalent to the tax evaded or credit wrongly taken, whichever is higher. For short payment of tax, Section 122(2) prescribes 10 percent of the tax or Rs.10,000, whichever is higher, in non-fraud cases, and a penalty equal to the tax or Rs.10,000, whichever is higher, where fraud is involved. An equal penalty applies under the SGST Act.
I have been charging the wrong GST rate on my invoices. How do I fix it?
The correction depends on the direction of the error. If you charged a higher rate than applicable, the excess tax collected must still be paid to the government under Section 76, or you can issue credit notes to customers within the permitted time and adjust the tax. If you charged a lower rate, the shortfall is your liability: pay the differential tax with interest at 18 percent per annum through your returns or Form DRC-03, and issue debit notes to registered buyers so they can take the additional credit. A rate review after the September 2025 changes is worth doing for every Kotturpuram business; call +91 - 9600 606 444 for one.
What is the difference between DRC-01A and DRC-01 in GST?
DRC-01A is a pre-show-cause intimation. In Part A the officer communicates the tax, interest and penalty he has ascertained and gives you a chance to pay or explain before formal proceedings begin; you can respond through Part B of the same form. DRC-01, by contrast, is the summary of a formal show cause notice under Section 73 or Section 74, which starts adjudication and must be answered in Form DRC-06. Handling the DRC-01A stage well can close a matter quietly, whereas a DRC-01 requires a full legal defence. Send us the document on +91 - 9600 606 444 and we will tell you which stage you are at.
I received an ASMT-10 scrutiny notice for my Kotturpuram business. What exactly is it?
ASMT-10 is a notice issued under Section 61 after the officer scrutinises your filed returns and finds discrepancies, such as differences between GSTR-1 and GSTR-3B, excess ITC compared with GSTR-2B, or turnover gaps against e-way bill data. It is not yet a demand; it is an opportunity to explain. You must respond in Form ASMT-11 within thirty days, either justifying each discrepancy with reconciliations or accepting the liability and paying through DRC-03. A well-documented ASMT-11 usually closes the matter with an ASMT-12 acceptance order. Scrutiny notices are common among Kotturpuram traders, so respond seriously but without panic.
What documents do GST audit officers usually ask for?
Expect to produce the GSTR-1, GSTR-3B and GSTR-9 filings for the audit years, audited financial statements, trial balance, sales and purchase registers, ITC ledgers with supplier-wise detail, fixed asset register, e-way bill data, bank statements, key customer and vendor agreements, stock records and reconciliations between books and returns. Officers in Tamil Nadu commonly probe ITC on blocked credits under Section 17(5), reverse charge compliance, classification and rate issues, and turnover differences with income tax filings. Preparing a reconciliation file before submission lets you spot and voluntarily correct issues through DRC-03, which is far cheaper than an audit objection. ChennaiGST builds this file for Kotturpuram clients.
If I open a bulk bag and sell rice loose by weight, is that sale taxable?
No. The 5% levy on specified food items applies only when they are supplied in pre-packaged and labelled form in packs up to 25 kilograms. When a retailer opens bulk stock and weighs out loose quantities against each customer's order, the supply is not of a pre-packaged commodity, so it remains exempt. What you cannot do is sell an intact labelled retail pack and bill it as loose. Keep purchase records showing bulk procurement and maintain the loose counter separately from the packed shelf, because officers test this distinction during inspections of grocery businesses. When in doubt on a product, call +91 - 9600 606 444.
Why is my e-way bill generation blocked on the portal?
Under Rule 138E, the e-way bill facility is blocked when a taxpayer has not filed GSTR-3B (or CMP-08 for composition dealers) for two or more consecutive tax periods. Since an e-way bill is mandatory for moving goods worth more than Rs.50,000, blocking effectively halts dispatches. The remedy is straightforward: file the pending returns with late fee and interest, after which the facility unblocks automatically, usually the next day. Transporters and suppliers can also be affected when a counterparty GSTIN is blocked. We clear return backlogs for businesses in Kotturpuram on priority; call +91 - 9600 606 444.
Where is the place of supply for services connected to a building or land?
Services directly relating to immovable property, including those of architects, interior decorators, engineers, surveyors, construction and works contract services, renting, and accommodation in hotels, are supplied where the property is located, under Section 12(3). The recipient's location and registration are irrelevant. So a Kotturpuram architect designing a factory in Coimbatore charges CGST plus SGST of Tamil Nadu, but for a project in Kochi the place of supply is Kerala and IGST applies. For hotels, the state where the hotel stands is always the place of supply, which is why accommodation is invariably billed with that state's local taxes regardless of where the guest's business is registered.
We conduct training programmes and events in different cities. Which state's GST applies?
Two rules operate. For admission to an event, including tickets to exhibitions or conferences, the place of supply is where the event is held. For organising an event or providing training, the place of supply is the registered recipient's location when the client is registered; if the client is unregistered, it shifts to the venue where the event or training is actually performed. So a Kotturpuram trainer running a workshop in Hyderabad for a registered Chennai company charges CGST plus SGST of Tamil Nadu, but the same workshop sold to unregistered individuals is taxed in Telangana. Invoice each engagement after checking the client's registration.
Is there really a penalty for not displaying my GST number at my shop?
Yes. Rule 18 of the CGST Rules requires every registered person to display the registration certificate in a prominent location at the principal place of business and every additional place, and to display the GSTIN on the name board at the entry of each such premises. There is no separate penalty provision for this lapse, so officers invoke the general penalty under Section 125, which can extend to Rs.25,000 under CGST with a matching state penalty. Inspection teams visiting Kotturpuram markets routinely check name boards first, so a few hundred rupees of signage is the cheapest compliance in the entire GST law.
What are the GST rates on gold, silver and diamond jewellery?
The special rates on precious metals were retained in the GST 2.0 restructuring. Gold, silver and articles of jewellery attract 3 percent GST, rough and unworked diamonds attract 0.25 percent, and jewellery making charges billed separately attract 5 percent. When a jeweller bills a customer, the metal value and making charges can appear as separate line items with their respective rates on the same tax invoice. Old gold purchased from an unregistered customer in exchange transactions does not attract GST in the customer's hands, but valuation of the net supply must be documented carefully.
My shop's landlord in Kotturpuram is not GST registered. Do I pay GST on the rent myself?
Yes, if you are registered. With effect from 10 October 2024, renting of any immovable property other than a residential dwelling by an unregistered person to a registered person was notified under reverse charge, so a registered tenant must pay 18 percent on the rent in cash through GSTR-3B and can claim ITC subject to the usual conditions. Composition taxpayers were subsequently excluded from this entry with effect from 16 January 2025. You must also raise a monthly self-invoice since the landlord is unregistered. Many shop and godown tenants in Kotturpuram remain unaware of this recent entry; call +91 - 9600 606 444 to regularise past months.

The process runs in clear stages: Notice study; Data reconciliation; Reply drafting; Filing and payment. A senior consultant reviews your file at each stage rather than passing it to a data-entry desk, and you receive a confirmation with the filed documents once it is complete. You always know which stage your work is at — we update you on WhatsApp instead of leaving you to follow up.
