GSTN removed the requirement to select a refund period in chronological order for certain refund categories, so a claim need not follow strict sequence, and moved those categories to invoice-based filing. For export of services with payment of tax, supplies to special economic zone units with payment of tax, and deemed export claims by the supplier, the applicant uploads the specific invoices in the relevant statement and those invoices are then locked against a repeat claim. All returns due up to the date of the claim must be filed.
What it means for you: Keep returns current and your export invoice register clean, since refunds are now claimed invoice by invoice and each invoice can be used only once.

The Madras High Court held that refund and carry-forward are two distinct options available to the dealer, and the choice belongs to the taxpayer; the department cannot force a dealer to transition credit and thereby defeat a legitimate refund claim that was otherwise in order.
What to do about it: Where the law gives you an option between refund and credit carry-forward, exercise it in writing and hold the department to it — the choice is yours, not the officer's.
Notification No. 35/2021-Central Tax · 2021-09-24
The Central Goods and Services Tax (Eighth Amendment) Rules, 2021 inserted Rule 10B, requiring a registered person to authenticate the Aadhaar number of the proprietor, partner, karta, managing director or authorised signatory in order to file an application for revocation of cancellation, to file a refund application, or to obtain a refund of integrated tax paid on exports. Rule 89 and Rule 96 were amended to require that the refund be credited to a bank account linked to the same permanent account number as the registration.
Why this matters: A Chennai exporter cannot get a rupee of refund until Aadhaar authentication is completed and the bank account is validated against the same PAN.
