The Board laid down the verification process for TRAN-1 and TRAN-2 claims filed during the court-directed special window. Jurisdictional officers must examine whether the claim was earlier filed, rejected or is the subject of litigation, obtain a report from the counterpart State or Central tax administration, and pass a reasoned order only after giving the taxpayer an opportunity of hearing. The circular fixes timelines for each stage and requires the order to be uploaded on the common portal.
What to do about it: A Chennai taxpayer whose transitional credit is being questioned is entitled to a hearing and a speaking order, and can challenge any rejection passed without following these steps.

The Council devoted an entire meeting to the concerns of micro, small and medium enterprises, noting that roughly five crore MSME units employ about twelve crore people. It constituted a Group of Ministers on MSME convened by the Union Minister of State for Finance, directed the Fitment, Law and IT Committees to examine MSME issues raised by States and field formations and report to that Group within two months, and required that relief already granted to the sector be documented and publicised.
Practical effect: Several later reliefs for small business, including higher registration thresholds and the composition scheme for service providers, trace back to the process started at this meeting.

A three-judge bench upheld the constitutional validity of arrest provisions under the GST and Customs Acts while imposing safeguards: arrests require verifiable material and 'reasons to believe' recorded in writing, grounds of arrest must be furnished to the person, criminal procedure code protections apply, anticipatory bail is maintainable even before FIR, and departmental circulars on arrest thresholds bind officers. The Court warned against arrests used to coerce tax payments and permitted refunds of amounts extracted under coercion.
