Trade Profile and GST Jurisdiction for 2nd Main Road, Manali

Manali is Chennai's petrochemical belt, home to the CPCL refinery, fertiliser and chemical plants along the Tiruvottiyur-Ponneri-Panchetti Road, and a wide ring of fabrication shops and industrial contractors in Manali New Town and Sathangadu. Works contractors and manpower suppliers serving the plants face blocked input tax credit under Section 17(5) and strict e-invoicing once turnover crosses Rs.5 crore. Years of working in and around Manali have shown us where GST trouble actually begins here — supplier defaults, classification doubts and deadlines lost in busy trading weeks. Our GST Refund RFD-01 is built to close precisely those gaps, and the same team supports businesses in Madhavaram and Tiruvottiyur, each with one point of contact and a compliance calendar maintained on their behalf.

GST jurisdiction for Manali (PIN 600068): businesses here generally fall under the CGST Chennai North Commissionerate. We regularly represent clients from Manali before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for Builders and Contractors in Manali
Under-construction residential sales are taxed at 1 percent for affordable housing and 5 percent for other units, both without input credit, while commercial works contracts run at 18 percent with credit. Builders must procure at least 80 percent of inputs and input services from registered suppliers each year; any shortfall attracts tax under reverse charge, and cement bought from unregistered dealers is taxed under reverse charge at its full rate regardless of the shortfall test. Development rights and joint development agreements carry their own liability trigger points. A specialist runs the 80-20 computation annually and tracks reverse charge on cement and landowner area sharing so project costing stays accurate.
For GST Refund RFD-01 in Manali the working timeline is Application filed in 3-5 working days; sanction typically within 60 days, counted from the point your documents are complete. The realistic completion date is confirmed to you in writing before work starts, and the acknowledgement is shared on WhatsApp immediately after filing.
Why Us

Why 2nd Main Road, Manali Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

✓

GSTR-9 and GSTR-9C Handled In-House

The annual return and, where turnover crosses Rs.5 crore, the self-certified reconciliation statement in GSTR-9C are prepared by the same team that filed your monthly returns. Nothing about your year has to be rediscovered or explained to a stranger in December.

✓

E-Commerce Seller Reconciliation, Including TCS

Sellers on Amazon, Flipkart and other marketplaces face a three-way match between marketplace reports, GSTR-1 and the TCS the operator deposits against your GSTIN. We reconcile all three every period and accept the TCS credit, so sellers in Manali never leave marketplace deductions unclaimed.

✓

Composition Scheme Compliance Without Slips

Composition dealers have their own rulebook — CMP-08 every quarter, GSTR-4 annually by 30 June, bills of supply instead of tax invoices, and a turnover ceiling that must be watched. We handle each of these correctly so the scheme's simplicity never turns into a violation.

✓

No Handing Off to Untrained Juniors

Your work is executed by trained GST staff working under direct senior supervision, not passed to interns learning on your file. The person preparing your return understands reverse charge, blocked credits and place of supply, because getting these wrong costs you money.

✓

GST Portal Expertise, Including the Difficult Days

OTP failures, DSC errors, stuck submissions on due-date evenings — we deal with the GST portal daily and know the workarounds. When the site misbehaves on the 20th, our team keeps retrying and escalating so your return still goes through.

✓

Strict Data Confidentiality

Your sales figures, supplier lists and login credentials are handled only by our engaged team, stored securely and never shared with any third party. Many of our clients in Manali compete with each other; complete confidentiality is a condition of our work.

How It Works

Our GST Refund Process

Eligibility and computation

We identify the correct refund category, confirm the two-year limitation from the relevant date, and compute the admissible amount using the formula prescribed under the rules.

Document compilation

Invoices, shipping bills, FIRCs, the LUT and ledger extracts are compiled into the prescribed statements, and gaps that commonly cause deficiency memos are fixed upfront.

RFD-01 filing

The refund application is filed on the portal with all annexures and declarations, and the acknowledgement in RFD-02 is tracked within the statutory fifteen days.

Departmental follow-up

We respond to any deficiency memo in RFD-03 or show cause notice in RFD-08, appear through written submissions, and pursue provisional refund where the category permits.

Sanction and credit

We track the sanction order in RFD-06 and payment advice in RFD-05, confirm the credit in your validated bank account, and archive the complete claim file.

Outcomes

What You Get

Practical outcomes our clients measure us by.

★

Tax Paid Under the Right Head

Getting IGST versus CGST and SGST right at the invoice stage spares you the painful cycle of paying the correct head again and pursuing a refund of the amount paid under the wrong one.

★

No More Late Fees

With returns filed ahead of the statutory due dates every period, the Rs.50-per-day GSTR-3B late fee simply stops appearing in your life, and the money stays in your business where it belongs.

★

Notices Answered Within the Time Limit

Statutory windows such as thirty days for an ASMT-11 reply are tracked from the day a notice arrives, so responses go in on time, complete, and with your best case properly presented.

★

Credit Notes That Actually Reduce Your Tax

Sales returns, discounts and price revisions are adjusted through properly reported credit notes within the statutory window, so you never keep paying tax on turnover you have already reversed.

★

Lower Total Cost of Compliance

A fixed professional fee is almost always cheaper than the combination of late fees, interest, lost credit and staff hours that informal, last-minute compliance quietly accumulates over a year.

★

Time Back for Your Actual Business

The hours you or your accountant spent wrestling with the portal, JSON errors and reconciliations every month return to sales, operations and customers, while trained hands manage the compliance in the background.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Annual return preparationMonthly reconciliations roll naturally into GSTR-9, filed comfortably before 31 December with figures already agreed through the year.Twelve months of unmatched data reconstructed in December, with differences discovered too late to be corrected cleanly.
Due-date trackingA maintained compliance calendar with internal cut-offs days before the 11th and the 20th; we chase you for data, not the other way around.Deadlines remembered from memory or phone alarms; one busy week and the return slips past the due date.
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
Record keepingEvery return, challan, acknowledgement and working paper archived in an organised folder, retrievable in minutes years later.Documents scattered across email, downloads and old phones; assembling records for a bank or an audit takes days.
Keeping up with changesRate changes, portal updates and new thresholds such as the Rs.5 crore e-invoice limit are tracked by us and applied to your case proactively.Changes are discovered after the fact — often through a rejected filing, a blocked e-way bill or a departmental letter.
Goods in transitE-way bills generated correctly and matched to invoices, so consignments pass roadside inspections without detention or penalty.A defective or missing e-way bill can mean detention at a checkpoint, with penalties that dwarf the tax on the consignment.
On This Street

GST Support on 2nd Main Road, Manali

2nd Main Road is a residential street in Manali, about 1.1 km south-west of the centre of Manali. Portal Advisory

CBIC answers on what counts as pre-packaged and labelled

CBIC Frequently Asked Questions on GST on pre-packaged and labelled goods, dated 17 July 2022 · 2022-07-17

A day before the change took effect, the Tax Research Unit issued FAQs explaining that the expression takes its meaning from the Legal Metrology Act, 2009 and covers commodities intended for retail sale in packs of up to twenty-five kilograms or twenty-five litres that must bear statutory declarations. A single package above that limit is not covered, nor are packs supplied to an industrial or institutional consumer. Loose sale from a large pack by a retailer does not attract the levy.

How we apply it: A fifty-kilogram rice bag sold as one package stays outside the levy, but the moment it is repacked into labelled retail bags of twenty-five kilograms or less, five per cent applies.

AAR Ruling

Agricultural seedling trays are plastic articles taxable at 18 percent

Saro Enterprises - AAR Tamil Nadu (2018), upheld by AAAR Tamil Nadu, order dated 6 February 2019 · 2018

The applicant made polypropylene and recycled plastic trays used by farmers to raise paddy and vegetable seedlings, and argued that they were agricultural implements. The Authority held that the trays are other articles of plastic under heading 3926 90 99 and are taxable at 9 percent central tax and 9 percent State tax. Use in agriculture does not by itself bring a product within the exempt agricultural implements entry, and the material and the tariff description prevail over the end use.

What it means for you: Chennai suppliers to the farm sector cannot assume exemption merely because the buyer uses the product in agriculture.

Circular

Rate and exemption clarifications on services after the 47th Council

Circular No. 177/09/2022-TRU · 2022-08-03

The Board answered a set of service classification and exemption questions arising from the 47th GST Council meeting. Most importantly for property transactions, it confirmed that the sale of land after levelling and after laying drainage, water and electricity lines remains a sale of land under Schedule III and is outside GST, while development services such as levelling and laying of drainage lines that the developer itself receives from contractors attract GST at the applicable rate. Several other exemption and rate questions on specified services were also settled.

What to do about it: Chennai plot developers can rely on this circular for the position that a plot sale price is not taxable, but must still bear GST on the development works they buy in from contractors.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

What documents are required for GST refund RFD-01 in Manali?
For GST refund RFD-01 you will generally need: Export invoices and shipping bills, for export refund claims, FIRC or bank realisation certificates for export proceeds, Copy of LUT filed in RFD-11, for exports without payment of tax, GSTR-1 and GSTR-3B filed copies for the claim period, GSTR-2B and purchase invoices supporting input tax credit. The exact list depends on your constitution — proprietorship, partnership, LLP or company — and on the specifics of your case. Send what you have on WhatsApp to +91 - 9600 606 444 and we will confirm within the same working day exactly what else is needed, so nothing is rejected later for a missing paper.
How long does GST refund RFD-01 take in Manali?
Application filed in 3-5 working days; sanction typically within 60 days. That assumes your documents are complete and there is no departmental query. We start the same day we receive your papers and tell you the realistic completion date upfront rather than an optimistic one. Where the GST portal or the officer causes delay — clarifications, physical verification or system issues — we track it daily and keep you informed on WhatsApp.
I charged CGST and SGST on an invoice that should have carried IGST. How do I fix it?
The law provides a clean remedy without interest. Under Section 77 of the CGST Act and Section 19 of the IGST Act, where a supply was wrongly treated as intra-state instead of inter-state or vice versa, you pay the tax under the correct head and claim refund of the tax paid under the wrong head; no interest is charged on the correct payment. Rule 89(1A) allows the refund application within two years from the date the correct tax is paid. Issue a credit note and corrected invoice, amend GSTR-1, and file RFD-01 under the appropriate category. Our Manali team handles these head-swap corrections regularly; call +91 - 9600 606 444 before the limitation runs.
I run a software services company in Manali billing US clients. Can I claim a GST refund?
Yes, provided your supplies qualify as export of services: the recipient is outside India, payment is received in convertible foreign exchange, and you and the client are not merely establishments of the same person. Export of services is zero-rated, so if you supply under LUT without charging IGST, the ITC on your rent, software subscriptions and other business inputs can be refunded through RFD-01. You must attach FIRC or bank realisation certificates proving foreign exchange receipt. Many IT exporters in Manali accumulate lakhs in unclaimed credit; call +91 - 9600 606 444 for a free eligibility review.
Can I include ITC on input services in my inverted duty refund claim?
No. Under Rule 89(5) of the CGST Rules, the refund formula for inverted duty structure considers only the net input tax credit availed on inputs, meaning goods used in making the outward supply. ITC on input services and capital goods is excluded from the computation, a position upheld by the Supreme Court in the VKC Footsteps case. That excluded credit is not lost; it remains in your electronic credit ledger for set-off against future output tax. A proper working of eligible versus ineligible credit prevents deficiency memos and partial rejections.
I deposited extra money in my GST cash ledger by mistake. Can I get it back?
Yes. Excess balance lying in the electronic cash ledger can be claimed back by filing RFD-01 under the category refund of excess balance in electronic cash ledger. This is one of the simplest refund types because no invoice statements are required; the portal auto-populates the ledger balance and you simply select the amount and the bank account for credit. This commonly happens when tax is deposited under the wrong head, for example CGST instead of IGST. Businesses in Manali facing this issue can call +91 - 9600 606 444 and the claim can usually be filed the same day.
What documents do I need to attach with a GST refund application?
The documents depend on the refund category. Export refunds under LUT need a statement of invoices with corresponding shipping bill numbers and dates, or FIRC and BRC for service exports. Inverted duty claims need statements of inward and outward supplies with the Rule 89(5) computation. All claims need a declaration that the tax incidence has not been passed on, and claims above Rs.2 lakh require a certificate from a chartered accountant or cost accountant in certain cases. Uploads are limited on the portal, so annexures must be prepared compactly. Call +91 - 9600 606 444 for a category-wise checklist.
My GST refund was rejected by the officer. Do I have any remedy?
Yes. Before rejection, the officer must issue a notice in RFD-08 and consider your reply in RFD-09, so a rejection without hearing you is itself challengeable. Against a rejection order in RFD-06, you can file an appeal in Form APL-01 before the appellate authority within three months of the order. The ITC debited for the rejected claim is re-credited through PMT-03 where applicable. Appeals on refund matters frequently succeed where the rejection was for curable documentation gaps, so preserve every acknowledgement and reply. Professional drafting of the appeal grounds materially improves outcomes.
I have a day job plus freelance income and a small rental. What counts towards my GST turnover?
Salary is excluded entirely, because services by an employee to an employer in the course of employment are outside GST under Schedule III. Everything else you supply counts in aggregate turnover: freelance fees, export receipts, and even exempt income such as rent from a residential dwelling let out for residence. So a person earning Rs.15 lakh from freelancing and Rs.6 lakh from rent has crossed Rs.20 lakh and must register, even though the rent itself remains exempt. This clubbing rule surprises many moonlighting professionals; a short call on +91 - 9600 606 444 can confirm exactly where you stand.
I send fabric to job workers for stitching and dyeing. How does GST work on textile job work?
Job work services relating to textiles attract a concessional 5% GST when performed for a registered principal. The goods themselves move without tax under Section 143 on a delivery challan, and the principal must report challan details in Form ITC-04. Inputs sent for job work must return, or be supplied from the job worker's premises, within one year, failing which the original movement is deemed a taxable supply. The principal can claim credit of the 5% charged by the job worker. Garment manufacturers in Manali using multiple stitching units should keep the challan trail meticulous; call +91 - 9600 606 444 for ITC-04 support.
Is there a deadline for declaring credit notes for a financial year?
Yes, and it is strict. A credit note relating to an invoice of a financial year must be declared in your returns by 30 November following the end of that financial year, or the date of filing the annual return, whichever is earlier. After this date, you can no longer reduce your output tax through a GST credit note for that year's invoices; any adjustment becomes purely commercial with no tax benefit. Sales returns in Manali businesses often surface months later, especially season-end returns from distributors, so sweep your pending returns and disputes each October and issue the credit notes in time.
What are the common types of GST notices a business can receive?
The frequent ones are: REG-03 seeking clarification on a registration application; GSTR-3A for non-filing of returns; ASMT-10 pointing out discrepancies found on scrutiny of returns; DRC-01A intimating an ascertained tax liability before formal proceedings; DRC-01, the show cause notice under Section 73 or 74; ADT-01 intimating a departmental audit; REG-17 proposing cancellation of registration; RFD-08 proposing rejection of a refund claim; and summons under Section 70. Each has its own reply form and deadline, ranging from seven working days to thirty days, so identifying the notice type correctly is the first step in responding. When in doubt, call +91 - 9600 606 444.
What happened to the old 12 percent and 28 percent GST slabs?
Both slabs were abolished with effect from 22 September 2025. Nearly all goods that were at 12 percent moved down to 5 percent, and the bulk of the 28 percent items moved to 18 percent, with only a small set of luxury and demerit goods shifted up to the special 40 percent rate. This means old rate charts, printed price lists and software masters created before September 2025 are unreliable. Before quoting or billing, confirm the current rate against the CBIC rate notifications for your exact HSN code, or call +91 - 9600 606 444 and we will verify it for your product list.
Which daily-use grocery items became cheaper under GST from September 2025?
The 56th GST Council's rationalisation, effective 22 September 2025, moved a large basket of daily essentials from 12% or 18% down to 5%, including butter, ghee, cheese, namkeens, sauces, pasta, chocolates, biscuits, cornflakes, hair oil, shampoo, soaps and toothpaste. UHT milk, pre-packaged paneer and all Indian breads such as roti, chapati and paratha became nil rated. Aerated and caffeinated beverages, by contrast, went to the 40% demerit rate. Grocery and supermarket billing masters needed a near-complete refresh from that date, and old stock is simply sold at the new rate applicable on the date of supply.
Is GST still charged on health insurance premiums?
Not on individual policies. With effect from 22 September 2025, premiums on all individual life insurance policies and individual health insurance policies, including family floater and senior citizen plans, are exempt from GST, along with their reinsurance. Earlier these attracted 18 percent, so the change directly reduces the premium outgo for households. Group policies taken by businesses for employees continue to be taxable, and the input tax credit position on such group covers still depends on whether the cover is statutorily obligatory. When renewing policies, check that the insurer has passed on the exemption rather than merely repricing the premium.
Our small lodge in Manali gets bookings through online travel apps. Who pays the GST?
It depends on your registration status. If the lodge is registered, you charge GST on the accommodation and the platform collects TCS on payments routed through it, which you claim back on the portal. If the lodge is not liable to be registered, the law shifts the liability to the e-commerce operator itself under Section 9(5), so the app pays the tax on accommodation booked through it and the small lodge need not register merely because it lists online. Direct walk-in business remains within your threshold computation. Keep the platform agreements and statements, since they determine who reported the tax.
I deposited money under the wrong head in my GST cash ledger. Why can the amount not be used?
The cash ledger is divided into major heads, IGST, CGST, SGST and cess, and minor heads, tax, interest, penalty, fee and others. An amount deposited under one combination, say CGST-penalty, cannot be directly used to pay under another, say IGST-tax, which is why your balance appears unusable despite money lying in the ledger. The remedy is Form PMT-09, which transfers the amount to the correct head instantly without any officer approval. Many Manali taxpayers wrongly deposit a fresh challan in this situation; a two-minute PMT-09 filing saves that duplication. Call +91 - 9600 606 444 if your ledger looks stuck.
By when must I issue a tax invoice when I sell goods?
For goods, Section 31 requires the tax invoice to be issued before or at the time of removal of the goods, where the supply involves movement, or before or at the time of delivery or making the goods available in other cases. In simple terms, the invoice must travel with the goods; a lorry leaving your Manali godown without an invoice is exposed to detention even if the e-way bill exists. For continuous supplies of goods with successive statements or payments, the invoice must be issued when each statement is issued or each payment is received.
Can I get GST refund RFD-01 done online without visiting the office?
Yes, the entire process can be handled online. You share scanned documents on WhatsApp or email, we prepare and file everything on the GST portal, and you receive the acknowledgement and filed copies digitally. Businesses in Manali regularly complete GST refund with us without a single office visit. If a physical verification or personal hearing is required by the department, we guide you through it.
Are there any hidden charges for GST refund RFD-01?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
What is the process for GST refund RFD-01?
The process runs in clear stages: Eligibility and computation; Document compilation; RFD-01 filing; Departmental follow-up. A senior consultant reviews your file at each stage rather than passing it to a data-entry desk, and you receive a confirmation with the filed documents once it is complete. You always know which stage your work is at — we update you on WhatsApp instead of leaving you to follow up.
