GSTN Advisories, 2024 — enabling of credit card, debit card and UPI payment options on the GST portal · 2024
In addition to net banking, NEFT, RTGS and over-the-counter payment, GSTN enabled payment of GST through Unified Payments Interface and through credit and debit cards, routed via a payment gateway on the portal. The facility was rolled out State by State and now covers most States and Union Territories. Gateway or bank charges are borne by the taxpayer, and the amount reflects in the electronic cash ledger once the challan is confirmed.
Practical effect: Use UPI or card payment when a bank transfer will not clear in time, but confirm the credit in the cash ledger before filing the return.
Circular No. 200/12/2023-GST, dated 1 August 2023 · 2023-08-01
Giving effect to the 50th GST Council decisions, CBIC clarified that un-fried and uncooked snack pellets manufactured by extrusion are classifiable under tariff item 1905 90 30 and attract five per cent with effect from 27 July 2023, and that fish soluble paste moved from eighteen to five per cent from the same date. Imitation zari thread or yarn made from metallised polyester or plastic film was placed at five per cent, and past periods were regularised on an as-is basis.
How we apply it: Snack and zari manufacturers in and around Chennai got both a lower rate and protection for past periods, so old demands on these items should be contested with this circular.
Notification Nos. 15/2025 & 16/2025-Central Tax (Rate) · 2025-09-17
Alongside the goods schedule, CBIC issued companion notifications for services effective 22 September 2025, Notification 15/2025-Central Tax (Rate) superseding the services rate notification 11/2017 and Notification 16/2025-Central Tax (Rate) carrying the services exemptions. Individual life insurance and individual health insurance policies, including family floater and senior citizen policies, along with their reinsurance, were fully exempted from GST. Service rates were realigned to the two-slab structure, and the treatment of local delivery services provided through e-commerce operators was clarified within the package.
How we apply it: Insurance premiums for individual policies carry no GST from 22 September 2025, and service businesses should re-examine their rate positions under the restructured schedules.
