GSTN announced that taxpayers with aggregate annual turnover of one hundred crore rupees or more would be unable to report an invoice on the Invoice Registration Portal more than seven days after the document date, with effect from 1 May 2023. After representations the implementation was deferred by three months. The idea returned later as a thirty day reporting limit applying to taxpayers with turnover of ten crore rupees and above.

Practical effect: Large Chennai taxpayers should generate the invoice reference number on the day of billing rather than leaving e-invoicing to month end.

Delivery address decides place of supply for online sales to unregistered buyers

Clarifying the new clause (ca) of Section 10(1) of the IGST Act, CBIC stated that when goods are supplied to an unregistered person and the billing address differs from the delivery address, the place of supply is the delivery address recorded on the invoice. This principally affects e-commerce transactions, where a buyer may bill in one State and ship to another, and determines whether the seller charges CGST-SGST or IGST.

It is the correct tool for sales returns, rate errors and quality claims. Do I have to report HSN codes in my GSTR-1?
Yes. Taxpayers with aggregate turnover up to Rs.5 crore must report a 4-digit HSN summary for B2B supplies in Table 12 of GSTR-1, while those above Rs.5 crore must report 6-digit HSN codes for all supplies. The portal now validates HSN entries against its master list, so wrong or truncated codes can block filing. No interest applies since there is no tax payable. While Rs.500 sounds small, defaults across several months add up, and the bigger cost is the compliance chain breaking and your GSTIN being flagged.
