CBIC set out the QRMP scheme available from January 2021 to registered persons with aggregate turnover up to Rs 5 crore. Such taxpayers file GSTR-1 and GSTR-3B quarterly while paying tax monthly in FORM GST PMT-06 by the twenty-fifth of the following month, using either the fixed sum method based on the previous period's payment or the self-assessment method. Invoices for the first two months of a quarter may be uploaded through the Invoice Furnishing Facility, and the circular explains how interest and late fee apply.

Machine registration and monthly reporting for pan masala and tobacco manufacturers

Notification No. 04/2024-Central Tax · 2024-01-05

CBIC notified a special procedure under Section 148 for manufacturers of pan masala, unmanufactured tobacco, chewing tobacco, zarda and similar products. Such manufacturers must declare details of every packing machine, its make, capacity and installation address, in Form GST SRM-I within the prescribed time, report any addition or removal of machines, and file a monthly statement of inputs and outputs in Form GST SRM-II. The procedure took effect from 1 April 2024 and carries a separate penalty for unregistered machines.

What to do about it: Any Chennai unit packing tobacco or pan masala products must register every machine in SRM-I and file SRM-II monthly, entirely separate from its normal GST returns.

If you are GST-registered and the foreign supplier has not charged Indian GST, yes. You must pay the tax in cash through GSTR-3B, raise a self-invoice, and can simultaneously claim the same amount as input tax credit if the expense is otherwise eligible, making it cash-flow neutral for most businesses. Unregistered persons do not pay reverse charge; instead, the foreign provider may charge GST under the OIDAR rules. Many Padi agencies miss these entries during scrutiny.
My company has taken a residential flat on rent. Why is our accountant paying GST on it?
Because of a reverse charge entry effective 18 July 2022: renting of a residential dwelling to a registered person attracts 18 percent GST payable by the tenant under reverse charge, even when the landlord is unregistered. Renting to unregistered individuals for residence remains fully exempt. There is a carve-out from 1 January 2023: a proprietor renting a dwelling in his personal capacity for use as his own residence, on his own account and not for the business, is exempt. Companies and firms renting flats, including for guest houses, must therefore pay RCM monthly through GSTR-3B. We correct many such missed entries during our compliance health checks.
How should I raise invoices on foreign clients and report them in my returns?
You may invoice in foreign currency, but your GST records must state the value in rupees. An export invoice under LUT should carry the endorsement that the supply is meant for export under Letter of Undertaking without payment of integrated tax, along with your GSTIN, SAC code and the recipient's overseas address. In GSTR-1, these invoices go into Table 6A marked without payment of tax, and the turnover flows into GSTR-3B as zero-rated supplies. Match every invoice to a FIRC or bank credit. I made a mistake in GSTR-3B. Can I revise it?
No, GSTR-3B cannot be revised once filed. The GST law allows corrections only through adjustments in the returns of subsequent tax periods. My supplier has not uploaded an invoice and it is missing from GSTR-2B. Can I still claim the ITC?
No, not until it appears. Why is my nil return SMS to 14409 not working?
SMS filing fails for a few common reasons. The message must come from the exact mobile number registered against an authorised signatory on the GST portal, the format must match precisely with single spaces, and all returns for earlier periods must already be filed since GST returns are sequential. It also fails if the return is not truly nil, for instance if an amendment or credit note is pending to be reported. If one number is registered for multiple GSTINs, each needs its own SMS. We can diagnose the exact reason and file it online instead.
How is interest calculated on a GST demand or late payment?
Interest runs at 18 percent per annum under Section 50 on tax paid after the due date, computed day-wise from the day following the due date until payment. Following amendments, interest on delayed GSTR-3B liability applies on the portion paid through the electronic cash ledger, and interest on wrongly availed ITC arises where the credit has been both availed and utilised. Interest is payable even where no penalty applies, and it cannot be waived by the officer. Because interest compounds silently over long disputes, paying the admitted tax early through DRC-03, even while contesting the rest, often saves a substantial amount.
Is GST payable under reverse charge on payments made to our company directors?
It depends on the capacity in which the director is paid. CBIC Circular 140/10/2020 settles the position: remuneration to a whole-time or executive director who is an employee, paid as salary with TDS under Section 192, is outside GST entirely as an employer-employee transaction. In contrast, sitting fees, commission and professional charges paid to independent or non-executive directors, typically suffering TDS under Section 194J, are taxable and the company pays 18 percent under reverse charge, claiming ITC. Companies in Padi should split their director payments ledger accordingly, issue self-invoices for the RCM portion, and keep board resolutions and TDS treatment consistent as supporting evidence.
I deposited money under the wrong head in my GST cash ledger. Why can the amount not be used?

How do I round off tax amounts on a GST invoice?
Section 170 of the CGST Act prescribes normal rounding to the nearest rupee: where the tax contains a part of a rupee, fifty paise or more is rounded up to one rupee, and less than fifty paise is ignored. The rounding is applied to the tax amount on each invoice, separately for each tax head, so CGST and SGST are each rounded individually rather than rounding only the invoice total. Most billing software handles this automatically, but spreadsheets and manual bills often round the grand total instead, creating one-rupee mismatches that clutter reconciliations across thousands of invoices.
Which everyday goods now attract 5 percent GST?
The 5 percent slab now covers most household essentials that earlier fell in the 12 or 18 percent brackets: soaps, shampoos, toothpaste and toothbrushes, hair oil, bicycles, kitchen utensils and tableware. Packaged foods such as butter, ghee, cheese, namkeens, sauces, pasta, biscuits and chocolates are also at 5 percent, as are most medicines, medical devices and agricultural machinery. Apparel and footwear priced up to Rs.2,500 per piece attract 5 percent as well. Retailers in Padi should update billing software rate masters item by item rather than assuming old rates continue.
Is GST still charged on life and health insurance premiums?
