The Council raised the composition scheme threshold from Rs 75 lakh to Rs 1 crore of annual aggregate turnover, and from Rs 50 lakh to Rs 75 lakh for Special Category States other than Jammu and Kashmir and Uttarakhand, which were given Rs 1 crore. Both migrated and new taxpayers could opt in under the higher threshold up to 31 March 2018, with the option becoming operational from the first day of the month following the month in which it was exercised.

The Supreme Court dismissed the department's appeal and confirmed that where a holding company issues a corporate guarantee for its group companies without charging any consideration, no service tax is leviable. A taxable service requires consideration, and where none flows, the charge fails.
