The advocate does not charge GST on the bill; the client pays it directly to the Government and takes credit if otherwise eligible. Small business entities below the registration threshold are excluded by a separate exemption entry, so the liability effectively attaches to registered businesses.
Why this matters: A registered Chennai business paying an advocate's fee must record the bill and pay GST under reverse charge in that month's GSTR-3B, even though the advocate's bill carries no tax.

The Council recommended decriminalising parts of the GST regime. The minimum threshold of tax for launching prosecution under Section 132 was raised from Rs 1 crore to Rs 2 crore, except for the offence of issuing invoices without any supply. The compounding amount was reduced from the range of 50 to 150 per cent of tax to 25 to 100 per cent. Three offences were decriminalised altogether: obstructing or preventing an officer in the discharge of duties, deliberate tampering with material evidence, and failure to supply information.
Practical effect: Ordinary compliance failures below Rs 2 crore of tax no longer expose a Chennai proprietor to criminal prosecution, though fake invoicing remains prosecutable at any value.

The Supreme Court held that provisional attachment of bank accounts and property under Section 83 CGST Act is a draconian power that must be exercised strictly within statutory conditions: specified proceedings must be pending, the Commissioner must form an opinion on tangible material that attachment is necessary to protect revenue, and the order must be reasoned. Attachment cannot be a routine pressure tactic, and the Rule 159(5) objection procedure must be honoured.
What it means for you: If your bank account is provisionally attached by GST authorities, challenge defective orders promptly — courts will quash attachments made without recorded reasons or pending proceedings.
