CBIC explained the relief notified through Notifications 30 to 36 of 2020-Central Tax after the first lockdown. It set out, return by return and class by class, the extended dates for GSTR-3B and GSTR-1, the conditional waiver of interest for the tax periods February to April 2020 with nil interest for the first fifteen days and nine per cent thereafter for larger taxpayers, the waiver of late fee, the relaxation of the rule 36(4) credit restriction, and the extension for composition taxpayers.
Why this matters: Interest and late fee demands for the early 2020 periods must be tested against these concessional rates before they are paid.

The taxpayer filed GSTR-3B late and paid interest only on the net cash portion of the tax. The High Court held that on the language of Section 50 as it then stood, interest ran on the gross liability, because input tax credit is credited to the ledger only when the return is filed. The decision caused wide concern in trade, and Parliament later amended Section 50 with retrospective effect from 1 July 2017 to charge interest only on the cash component in most late-return cases.
What to do about it: For late returns, interest is now generally computed on the cash portion only — if an older notice demands interest on gross tax, rely on the retrospective proviso to Section 50.
38th GST Council Meeting, New Delhi — 18 December 2019 · 2019-12-18
The Council waived late fee for taxpayers who furnished all pending statements of outward supplies in GSTR-1 for the tax periods from July 2017 to November 2019, provided they were filed by 10 January 2020. It also decided that e-way bill generation would be blocked for taxpayers who had not filed GSTR-1 for two tax periods, extending the blocking mechanism that already applied to GSTR-3B defaulters. Standard operating procedures were prescribed for officers dealing with non-filers, and Grievance Redressal Committees were set up at zonal and state level.
Practical effect: GSTR-1 default now carries its own e-way bill block, so filing GSTR-3B alone is not enough to keep despatches moving.
