CBIC set out the QRMP scheme available from January 2021 to registered persons with aggregate turnover up to Rs 5 crore. Such taxpayers file GSTR-1 and GSTR-3B quarterly while paying tax monthly in FORM GST PMT-06 by the twenty-fifth of the following month, using either the fixed sum method based on the previous period's payment or the self-assessment method. Invoices for the first two months of a quarter may be uploaded through the Invoice Furnishing Facility, and the circular explains how interest and late fee apply.

The taxpayer argued that because credit was sitting in its electronic credit ledger, no interest should arise on delayed returns. The Madras High Court largely rejected this, confirming an interest demand of about Rs. 1.19 crore and holding that credit is set off against output tax only when it is actually debited at the time the return is filed. Availability of a credit balance, without an accompanying return, does not amount to discharge of tax.

This notification removed the words governmental authority and government entity from the concessional works contract entries in the services rate notification. With effect from 1 January 2022, works contract services supplied to a governmental authority or a government entity ceased to enjoy the 12 per cent rate and moved to 18 per cent with input tax credit. Only supplies made directly to the Central Government, a State Government, a Union territory or a local authority continued at the concessional rate at that stage.
