Alongside the goods schedule, CBIC issued companion notifications for services effective 22 September 2025, Notification 15/2025-Central Tax (Rate) superseding the services rate notification 11/2017 and Notification 16/2025-Central Tax (Rate) carrying the services exemptions. Individual life insurance and individual health insurance policies, including family floater and senior citizen policies, along with their reinsurance, were fully exempted from GST. Service rates were realigned to the two-slab structure, and the treatment of local delivery services provided through e-commerce operators was clarified within the package.

The Maharashtra appellate authority held that penal interest and cheque bounce charges collected by a finance company from borrowers who delayed instalments are consideration for tolerating an act and are liable to GST at 18 per cent. CBIC then clarified that additional interest charged for delayed payment under the loan agreement itself is part of exempt interest, while charges levied under a separate agreement are taxable, and a further 2025 circular clarified that penal charges levied by banks and non-banking finance companies for breach of loan terms are not taxable.
What to do about it: If you collect late payment penalties from customers, check whether the charge sits inside the main contract before deciding to levy GST on it.

A day before the change took effect, the Tax Research Unit issued FAQs explaining that the expression takes its meaning from the Legal Metrology Act, 2009 and covers commodities intended for retail sale in packs of up to twenty-five kilograms or twenty-five litres that must bear statutory declarations. A single package above that limit is not covered, nor are packs supplied to an industrial or institutional consumer. Loose sale from a large pack by a retailer does not attract the levy.
Practical effect: A fifty-kilogram rice bag sold as one package stays outside the levy, but the moment it is repacked into labelled retail bags of twenty-five kilograms or less, five per cent applies.
