The Authority held that the supply of food and beverages on the premises of an industrial undertaking was taxable at 18 percent up to 26 July 2018 and at 5 percent from 27 July 2018, when the restaurant service entry was amended to cover canteens at offices and factories, the concessional rate being available without input tax credit.

Circular No. 110/29/2019-GST dated 3 October 2019 · 2019-10-03

Many taxpayers had inadvertently filed a nil refund application for a period and category even though they had a genuine claim, and the portal then blocked any fresh claim for that period. CBIC allowed such applicants to file a fresh refund application for the same period and category, subject to two conditions: the earlier nil claim must have been filed for that period under that category, and no refund claim under that category must have been filed for any subsequent period.

Where is the place of supply for services connected to a building or land?
Services directly relating to immovable property, including those of architects, interior decorators, engineers, surveyors, construction and works contract services, renting, and accommodation in hotels, are supplied where the property is located, under Section 12(3). The recipient's location and registration are irrelevant. So a Saligramam architect designing a factory in Coimbatore charges CGST plus SGST of Tamil Nadu, but for a project in Kochi the place of supply is Kerala and IGST applies. Yes.
