The Council approved the draft CGST and IGST Bills as vetted by the Law Ministry, clearing them for introduction in Parliament. The approved design provided for State-wise single registration, a single State-wise return covering intra-State, inter-State and export supplies, registration exemption below Rs 20 lakh turnover (Rs 10 lakh in Special Category States), a composition scheme up to Rs 50 lakh, broad input tax credit entitlement, and cross-utilisation of credit between CGST, SGST, UTGST and IGST in a prescribed order.
What to do about it: The structural features a Chennai business deals with every day, from one GSTIN per State to the credit set-off order, were locked in at this meeting.
GSTN Advisory, 2021 — negative liability appearing in Form GSTR-4 filed by composition taxpayers · 2021
Composition taxpayers who left Table 6 of the annual return GSTR-4 blank found that the tax already paid through Form CMP-08 was treated as an excess payment, creating a negative liability that was then adjusted against later quarters. GSTN clarified that outward supply and reverse charge figures must be entered in Table 6 even though the tax has already been paid, and arranged for wrongly created negative balances to be reversed.
How we apply it: Composition dealers in Chennai must complete Table 6 of GSTR-4 each year, or the portal will show a false credit and later recover it.
Notification No. 9/2025-Central Tax (Rate), dated 17 September 2025, Schedule III · 2025-09-17
Schedule III carries twenty per cent central tax, that is forty per cent combined, and is deliberately short. It covers aerated waters and other beverages containing added sugar or sweetening matter, caffeinated beverages, carbonated beverages of fruit drink, larger motor cars and hybrids above the small-car limits, motorcycles above 350 cc, aircraft for personal use, yachts and pleasure vessels, revolvers and pistols, smoking pipes and cigarette holders, and specified actionable claims such as betting, casinos, lottery and online money gaming.
How we apply it: Only a narrow list attracts forty per cent, so a supplier pushed into that slab by an officer should check whether the goods actually appear in Schedule III.
