Under the risk-based process in Rule 8(4A) of the CGST Rules, a registration applicant flagged by the system must attend a GST Suvidha Kendra for photograph capture, biometric Aadhaar authentication and verification of original documents. GSTN advised during 2025 that a promoter or director may complete this step at any GST Suvidha Kendra in his or her home State, while the primary authorised signatory must still be verified at a centre in the State in which registration is sought.

A composite contract cannot be split into goods and services except in the cases specifically permitted by Article 366(29A), such as works contracts and catering. Building on the earlier corporate guarantee circular, the Board clarified that the special valuation rule in Rule 28(2) applies to guarantees issued or renewed on or after 26 October 2023, and that the one per cent value is to be read as one per cent per annum of the guarantee amount, apportioned where the guarantee runs for a shorter period. It also confirmed that where the recipient is eligible for full input tax credit, the value declared in the invoice is deemed to be the open market value.
Practical effect: Chennai promoters and holding companies giving guarantees for group borrowings should compute the value annually and, where the borrower takes full credit, can adopt the invoice value.
