Trade Profile and GST Jurisdiction for Binny Road, Thousand Lights

Thousand Lights is Chennai's medical and corporate core, where Apollo Hospitals and a chain of speciality clinics, labs and patient guest houses crowd Greams Road and Greams Lane off Anna Salai, near the landmark Thousand Lights Mosque. Hospitals earning exempt healthcare income alongside taxable pharmacy, room and canteen revenue must apportion input tax credit under Rules 42 and 43, the district's defining GST dispute. Against that backdrop, GST Refund RFD-01 in Thousand Lights demands more than data entry — it needs reconciliation before filing, correct classification and awareness of what local officers examine. Our Chennai team provides exactly that to clients in Thousand Lights, Nungambakkam and Egmore, with same-day responses on working days and WhatsApp updates at every stage. Most routine engagements complete within one to two working days once documents are in hand.

GST jurisdiction for Thousand Lights (PIN 600006): businesses here generally fall under the CGST Chennai North Commissionerate. We regularly represent clients from Thousand Lights before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for IT and SaaS Companies in Thousand Lights
IT and SaaS services are taxed at 18 percent domestically, but the real complexity is qualifying overseas billing as export under Section 2(6) of the IGST Act: the recipient must be outside India, consideration must arrive in convertible foreign exchange or INR where RBI permits, and the Indian entity and foreign recipient must not be mere establishments of the same person. Marketing or support arms serving a foreign parent risk classification as intermediaries under Section 13(8), making the place of supply India and the income taxable. Supplies to SEZ units are zero-rated with proper endorsements. A specialist structures contracts and invoicing so export status survives departmental scrutiny.
You can move your GST Refund RFD-01 to a new consultant in Thousand Lights at any time mid-year; past filings are reviewed, pending items are regularised, and ongoing fees start at Rs.4,999.
Why Us

Why Binny Road, Thousand Lights Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

Transparent, Fixed Fees Quoted Upfront

You are told the full fee before we begin, in writing. No surprise additions for uploads, revisions or acknowledgements. Government fees and taxes, where applicable, are shown separately, so businesses in Thousand Lights always know exactly what the engagement costs them.

Cancelled GSTIN? We Handle Revocation Too

A registration cancelled for non-filing is not the end of the road. We bring the pending returns up to date, clear the dues and file the revocation application in REG-21 within the permitted window, restoring suspended and cancelled GSTINs to active status.

Strict Data Confidentiality

Your sales figures, supplier lists and login credentials are handled only by our engaged team, stored securely and never shared with any third party. Many of our clients in Thousand Lights compete with each other; complete confidentiality is a condition of our work.

Waiver and Amnesty Windows Applied for You

Whenever the GST Council notifies a late-fee waiver or an amnesty window for pending returns or old demands, we check every client's history against it and act within the deadline. Relief that businesses in Thousand Lights would otherwise read about after it lapsed reaches our clients in time.

WhatsApp Updates at Every Stage

You receive a WhatsApp message when documents are received, when the draft is ready for your approval, and when the return or application is filed, along with the acknowledgement. You never have to call and ask what is happening with your file.

Composition Scheme Compliance Without Slips

Composition dealers have their own rulebook — CMP-08 every quarter, GSTR-4 annually by 30 June, bills of supply instead of tax invoices, and a turnover ceiling that must be watched. We handle each of these correctly so the scheme's simplicity never turns into a violation.

How It Works

Our GST Refund Process

Eligibility and computation

We identify the correct refund category, confirm the two-year limitation from the relevant date, and compute the admissible amount using the formula prescribed under the rules.

Document compilation

Invoices, shipping bills, FIRCs, the LUT and ledger extracts are compiled into the prescribed statements, and gaps that commonly cause deficiency memos are fixed upfront.

RFD-01 filing

The refund application is filed on the portal with all annexures and declarations, and the acknowledgement in RFD-02 is tracked within the statutory fifteen days.

Departmental follow-up

We respond to any deficiency memo in RFD-03 or show cause notice in RFD-08, appear through written submissions, and pursue provisional refund where the category permits.

Sanction and credit

We track the sanction order in RFD-06 and payment advice in RFD-05, confirm the credit in your validated bank account, and archive the complete claim file.

Outcomes

What You Get

Practical outcomes our clients measure us by.

TDS and TCS Credits Converted to Cash

Amounts deducted by government buyers as GST TDS and by marketplaces as TCS are accepted on the portal each period, so money withheld against your GSTIN actually reaches your cash ledger instead of lying unclaimed.

Stronger Standing with Corporate Buyers

Large buyers check vendor GST compliance before releasing payments and renewing contracts. A clean filing record with timely GSTR-1 uploads keeps your invoices reflecting in their GSTR-2B and your payments unblocked.

No More Late Fees

With returns filed ahead of the statutory due dates every period, the Rs.50-per-day GSTR-3B late fee simply stops appearing in your life, and the money stays in your business where it belongs.

Lower Total Cost of Compliance

A fixed professional fee is almost always cheaper than the combination of late fees, interest, lost credit and staff hours that informal, last-minute compliance quietly accumulates over a year.

Audit-Ready Records at All Times

Filed returns, challans, reconciliations and working papers are archived in order from day one. If an audit or departmental verification comes, your file is ready the same week, not assembled in a panic.

Growth Without Compliance Anxiety

New branches, new product lines and interstate sales all carry GST consequences. With standing professional support, you expand knowing registrations, invoicing and returns will keep pace with the business.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Due-date trackingA maintained compliance calendar with internal cut-offs days before the 11th and the 20th; we chase you for data, not the other way around.Deadlines remembered from memory or phone alarms; one busy week and the return slips past the due date.
Record keepingEvery return, challan, acknowledgement and working paper archived in an organised folder, retrievable in minutes years later.Documents scattered across email, downloads and old phones; assembling records for a bank or an audit takes days.
Goods in transitE-way bills generated correctly and matched to invoices, so consignments pass roadside inspections without detention or penalty.A defective or missing e-way bill can mean detention at a checkpoint, with penalties that dwarf the tax on the consignment.
Portal credentials and dataLogins handled by a small engaged team under strict confidentiality, with credentials stored securely and never passed onward.Passwords circulating on chats with freelancers and part-timers, and no accountability for who has accessed your business data.
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
Risk of noticesGSTR-1, GSTR-3B and GSTR-2B reconciled before filing, removing the mismatches that trigger most scrutiny notices.Inconsistent figures across returns quietly build a mismatch history that surfaces later as ASMT-10 scrutiny or a demand notice.

Case Law

Supreme Court holds tax on goods and tax on services are mutually exclusive in a composite contract

Imagic Creative (P) Ltd v. Commissioner of Commercial Taxes — Supreme Court, (2008) 2 SCC 614, judgment dated 09-01-2008 · 2008-01-09

An advertising agency was charged value added tax on the entire consideration although service tax had already been paid on the design element. The Supreme Court held that payments of service tax and of value added tax are mutually exclusive, so in a composite contract the value attributable to the service component cannot also be subjected to sales tax, and the two levies must attach to distinct parts of the transaction. Double taxation of the same value is impermissible.

Why this matters: For Chennai agencies, printers and works contractors, the goods and service components of a composite contract should be clearly valued in the agreement and the invoice so that only one tax attaches to each element of value.

Portal Advisory

Refund claims move to invoice-based filing without chronological periods

GSTN Advisory dated 8 May 2025 — changes in the refund filing process on the portal · 2025-05-08

GSTN removed the requirement to select a refund period in chronological order for certain refund categories, so a claim need not follow strict sequence, and moved those categories to invoice-based filing. For export of services with payment of tax, supplies to special economic zone units with payment of tax, and deemed export claims by the supplier, the applicant uploads the specific invoices in the relevant statement and those invoices are then locked against a repeat claim. All returns due up to the date of the claim must be filed.

Practical effect: Keep returns current and your export invoice register clean, since refunds are now claimed invoice by invoice and each invoice can be used only once.

GST Council

Textile rate increase deferred on the eve of implementation; existing rates continue

46th GST Council Meeting, New Delhi — 31 December 2021 · 2021-12-31

The 46th meeting was convened on the last day of 2021 with essentially one outcome. The Council recommended deferring the decision to change the rates in textiles that had been recommended at the 45th meeting, so that the existing rates in the textile sector would continue beyond 1 January 2022. The reversal came after sustained representations from textile states and the trade that the increase from 5 to 12 per cent would raise costs for consumers and unorganised weavers. The footwear rate increase, however, went ahead as planned.

How we apply it: Textile traders in Chennai and across Tamil Nadu continued at five per cent from January 2022, but footwear moved to twelve per cent, so the two sectors diverged from that date.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

What is the process for GST refund RFD-01?
The process runs in clear stages: Eligibility and computation; Document compilation; RFD-01 filing; Departmental follow-up. A senior consultant reviews your file at each stage rather than passing it to a data-entry desk, and you receive a confirmation with the filed documents once it is complete. You always know which stage your work is at — we update you on WhatsApp instead of leaving you to follow up.
Is there a GST consultant near Thousand Lights for gst refund application?
Yes. We serve Thousand Lights and the surrounding areas from our office at Porur, Chennai - 600 116, Tamil Nadu, and most GST refund work is completed online — you send documents on WhatsApp and we handle the portal work. If you prefer in-person help, we offer doorstep document pickup across Thousand Lights and you are welcome to visit our office. Reach us on +91 - 9600 606 444 between 9 AM and 8 PM, Monday to Saturday.
I export under LUT without charging tax. Can I get a refund of my input tax credit?
Yes. Exports made under a Letter of Undertaking are zero-rated, so the input tax credit accumulated on your purchases can be claimed as a refund by filing RFD-01 under the category refund of unutilised ITC on export without payment of tax. The refund is computed proportionately using the formula in Rule 89(4), based on your export turnover versus total turnover. You must upload a statement of export invoices along with shipping bills or, for services, FIRC or BRC evidencing foreign exchange receipt. Exporters in Thousand Lights can call +91 - 9600 606 444 for end-to-end filing support.
What documents do I need to attach with a GST refund application?
The documents depend on the refund category. Export refunds under LUT need a statement of invoices with corresponding shipping bill numbers and dates, or FIRC and BRC for service exports. Inverted duty claims need statements of inward and outward supplies with the Rule 89(5) computation. All claims need a declaration that the tax incidence has not been passed on, and claims above Rs.2 lakh require a certificate from a chartered accountant or cost accountant in certain cases. Uploads are limited on the portal, so annexures must be prepared compactly. Call +91 - 9600 606 444 for a category-wise checklist.
I deposited extra money in my GST cash ledger by mistake. Can I get it back?
Yes. Excess balance lying in the electronic cash ledger can be claimed back by filing RFD-01 under the category refund of excess balance in electronic cash ledger. This is one of the simplest refund types because no invoice statements are required; the portal auto-populates the ledger balance and you simply select the amount and the bank account for credit. This commonly happens when tax is deposited under the wrong head, for example CGST instead of IGST. Businesses in Thousand Lights facing this issue can call +91 - 9600 606 444 and the claim can usually be filed the same day.
Can I include ITC on input services in my inverted duty refund claim?
No. Under Rule 89(5) of the CGST Rules, the refund formula for inverted duty structure considers only the net input tax credit availed on inputs, meaning goods used in making the outward supply. ITC on input services and capital goods is excluded from the computation, a position upheld by the Supreme Court in the VKC Footsteps case. That excluded credit is not lost; it remains in your electronic credit ledger for set-off against future output tax. A proper working of eligible versus ineligible credit prevents deficiency memos and partial rejections.
My GST refund was rejected by the officer. Do I have any remedy?
Yes. Before rejection, the officer must issue a notice in RFD-08 and consider your reply in RFD-09, so a rejection without hearing you is itself challengeable. Against a rejection order in RFD-06, you can file an appeal in Form APL-01 before the appellate authority within three months of the order. The ITC debited for the rejected claim is re-credited through PMT-03 where applicable. Appeals on refund matters frequently succeed where the rejection was for curable documentation gaps, so preserve every acknowledgement and reply. Professional drafting of the appeal grounds materially improves outcomes.
I received a deficiency memo RFD-03 against my refund claim. What should I do?
A deficiency memo in RFD-03 means the officer found your application incomplete, and the application is treated as not filed. You cannot reply to an RFD-03; you must file a fresh RFD-01 after curing the defects, and the debited ITC or cash is re-credited to your ledger. Importantly, the fresh application must still fall within the original two-year limitation, so act quickly. Read the memo carefully, fix every listed deficiency, and refile with a covering note. Businesses in Thousand Lights that receive repeated memos usually have invoice statement formatting issues that are easy to correct professionally.
What are the GST rates on silver articles, diamonds and gold coins?
Silver and articles of silver, like gold, attract 3% GST, and so do gold and silver coins. Cut and polished diamonds attract 1.5%, while rough diamonds are taxed at 0.25%. Imitation jewellery attracts 3%. For a jewellery showroom this means the rate master must distinguish metal-based items at 3%, the diamond component where separately dealt with, and making charges at 5% when billed as a service. Precious metal rates were deliberately left untouched in the September 2025 rationalisation. If you also trade bullion between dealers, keep HSN-wise records clean, since bullion movements draw departmental attention. Call +91 - 9600 606 444 for guidance.
How is GST charged in a joint development agreement between a landowner and builder?
Two supplies run in parallel. The landowner's transfer of development rights is taxable, but the developer pays that tax under reverse charge, and for residential projects the liability is exempt to the extent the apartments are booked before the completion certificate; tax applies on the rights attributable to flats lying unsold on that date, subject to a cap linked to the 1 or 5 percent rate on their value. Separately, the developer charges the landowner GST on the construction service for the owner's share of flats. JDA structuring decides cash flow for both parties, so Thousand Lights landowners should model the tax before signing. Call +91 - 9600 606 444 for a working.
We execute contracts for government departments in Thousand Lights. Is there still a concessional GST rate?
No. The concessional 12 percent rate that earlier applied to most works contracts supplied to the Central and State Governments and local authorities was withdrawn with effect from 18 July 2022, and such contracts are now generally taxable at 18 percent. Contractors with pre-2022 agreements should check their price escalation clauses, because the rate change is a statutory variation. Remember also that government recipients deduct GST TDS at 2 percent on payments where the contract value exceeds Rs.2.5 lakh, which you must accept on the portal to receive credit. We advise government contractors in Thousand Lights on both sides of this; call +91 - 9600 606 444.
What is the difference between ISD and cross-charge, and when is each used?
They solve different problems. The Input Service Distributor mechanism distributes credit on third-party input services received at the head office but consumed by branches, such as an audit fee or software licence billed centrally; the ISD passes the credit itself through ISD invoices and GSTR-6, without charging tax again. Cross-charge applies where the head office performs a service for branches using its own resources; here the head office makes an outward supply, issues a tax invoice with tax, and the branch claims ITC. With ISD distribution mandatory for common third-party input services from 1 April 2025, businesses must now run both mechanisms side by side, each for its correct category.
Why is there GST on an under-construction flat but not on a ready-to-move one?
Construction of an apartment intended for sale is a supply of service only when any part of the consideration is received before the completion certificate is issued or before first occupation. Such under-construction sales attract 1 percent for affordable residential apartments and 5 percent for other residential apartments, both without input tax credit to the builder. Once the completion certificate is issued, sale of the building is neither a supply of goods nor of services under Schedule III, so a ready-to-move flat carries no GST at all, only stamp duty and registration charges. Timing of booking therefore changes the buyer's cost materially.
Why is my e-way bill generation blocked on the portal?
Under Rule 138E, the e-way bill facility is blocked when a taxpayer has not filed GSTR-3B (or CMP-08 for composition dealers) for two or more consecutive tax periods. Since an e-way bill is mandatory for moving goods worth more than Rs.50,000, blocking effectively halts dispatches. The remedy is straightforward: file the pending returns with late fee and interest, after which the facility unblocks automatically, usually the next day. Transporters and suppliers can also be affected when a counterparty GSTIN is blocked. We clear return backlogs for businesses in Thousand Lights on priority; call +91 - 9600 606 444.
Our company paid fees to a lawyer. Who pays the GST on this?
You do, as the recipient. Legal services supplied by an individual advocate, a firm of advocates or a senior advocate to a business entity are notified under Section 9(3), so the advocate does not charge GST and your business pays 18 percent under reverse charge in cash through GSTR-3B, claiming it back as ITC if otherwise eligible. Relief exists for small recipients: legal services to a business entity whose turnover is within the registration threshold are exempt. Since the advocate is usually unregistered, remember to raise a self-invoice and payment voucher for the transaction. Litigation-heavy businesses in Thousand Lights should reconcile their legal expense ledger against RCM paid every quarter.
What are the most common mistakes Chennai businesses make with GST refunds and ITC?
The recurring ones we see across Thousand Lights are: missing the two-year limitation for RFD-01, mismatches between GSTR-1, GSTR-3B and shipping bill data that stall export refunds, forgetting the April LUT renewal, claiming ITC on invoices absent from GSTR-2B, ignoring blocked credits under Section 17(5), breaching the 180-day supplier payment rule, and treating deficiency memos as rejections instead of refiling within limitation. Each of these is preventable with a simple monthly checklist and a year-end reconciliation. ChennaiGST builds exactly this discipline into its retainer engagements; call +91 - 9600 606 444 if any of these sounds familiar.
Do I have to issue an invoice for every small cash sale in my shop?
Not necessarily. Where the value of a supply is less than Rs.200, the buyer is unregistered, and the buyer does not ask for an invoice, you may skip issuing an individual tax invoice. Instead, you must prepare one consolidated tax invoice at the close of each day covering all such small sales. The moment a customer demands an invoice, or the sale is Rs.200 or more, a proper invoice is required. Retail counters typically issue system receipts to every customer anyway, which is cleaner practice, but the daily consolidated invoice is the legal minimum for petty sales.
What is the default place of supply rule for services within India?
Section 12(2) of the IGST Act sets the general rule for domestic services: if the recipient is registered, the place of supply is the recipient's location; if unregistered, it is the recipient's address on your records, and failing that, the supplier's own location. So a consultant in Thousand Lights advising a registered company in Hyderabad charges IGST, while the same advice to a local walk-in individual attracts CGST plus SGST. This default yields only to the specific rules for immovable property, events, transportation, and a few other categories, so always check whether a specific rule captures your service before falling back on the general one.
Do you provide gst refund application for small businesses and proprietorships in Thousand Lights?
Yes. A large share of our clients in Thousand Lights are proprietors, small traders, shop owners, freelancers and family businesses rather than large companies. The fee of Rs.4,999 and the process are the same regardless of size, and we explain the compliance position in plain language — in Tamil or English — so you understand what is being filed on your behalf and why.
How long does GST refund RFD-01 take in Thousand Lights?
Application filed in 3-5 working days; sanction typically within 60 days. That assumes your documents are complete and there is no departmental query. We start the same day we receive your papers and tell you the realistic completion date upfront rather than an optimistic one. Where the GST portal or the officer causes delay — clarifications, physical verification or system issues — we track it daily and keep you informed on WhatsApp.
What documents are required for GST refund RFD-01 in Thousand Lights?
For GST refund RFD-01 you will generally need: Export invoices and shipping bills, for export refund claims, FIRC or bank realisation certificates for export proceeds, Copy of LUT filed in RFD-11, for exports without payment of tax, GSTR-1 and GSTR-3B filed copies for the claim period, GSTR-2B and purchase invoices supporting input tax credit. The exact list depends on your constitution — proprietorship, partnership, LLP or company — and on the specifics of your case. Send what you have on WhatsApp to +91 - 9600 606 444 and we will confirm within the same working day exactly what else is needed, so nothing is rejected later for a missing paper.
