The Board, based at the DMS Campus in Teynampet, Chennai, owned immovable property and let portions of it to government departments and business entities. It asked whether it needed registration and whether the rent was exempt because the tenant was the government. The Authority held that renting of commercial property by the Board to a government or a business entity is not an exempt supply, so GST was payable on the rent collected.

GSTN introduced the Electronic Credit Reversal and Re-claimed Statement on the portal to track credit reversed in Table 4B(2) of GSTR-3B and later reclaimed in Tables 4D(1) and 4A(5). It applied from the August 2023 return for monthly filers and from the July to September 2023 quarter for quarterly filers. The cumulative opening balance of reversals awaiting reclaim had to be reported by 30 November 2023, with up to three amendments allowed until 31 December 2023. The portal now warns when reclaimed credit exceeds the available balance.

What to do about it: Maintain a running register of credit reversed and reclaimed, because the portal flags excess reclaims and the data feeds departmental scrutiny.

This was the first notification issued under the CGST Act. It appointed 22 June 2017 as the date on which the preliminary and registration provisions came into force, including sections 1 to 5, section 10 (composition levy) and sections 22 to 30, which deal with who must register, compulsory registration, the procedure for registration, amendment of registration and cancellation. It opened the GST registration window before the tax itself became payable.

What is a debit note under GST and when do I issue one?
You issue a debit note when the taxable value or tax charged in the original invoice was less than what is actually payable, for example a price escalation clause kicking in or a rate charged short. Declaring the debit note in GSTR-1 increases your output liability, payable with interest where the shortfall relates to an earlier period. There is no outer time limit on issuing a debit note itself. For your buyer, the debit note is a credit document: following the amendment to Section 16(4), the buyer's time limit to claim ITC runs from the date of the debit note, not the original invoice.
Why is the portal not letting me file GSTR-1?
Under Rule 59(6) of the CGST Rules, the portal blocks GSTR-1 filing if the GSTR-3B of the preceding tax period has not been filed. GST returns are sequential, so a single skipped GSTR-3B stops the entire chain. The fix is to file the pending GSTR-3B along with its late fee and interest, after which GSTR-1 opens up again. How are B2B and B2C invoices reported differently in GST returns?

Do I have to pay GST on my Adobe, Canva or AWS subscriptions billed from abroad?
If you are GST-registered and the foreign supplier has not charged Indian GST, yes. Services received from a supplier located outside India for business purposes are an import of services, taxable in your hands under reverse charge at 18 percent. You must pay the tax in cash through GSTR-3B, raise a self-invoice, and can simultaneously claim the same amount as input tax credit if the expense is otherwise eligible, making it cash-flow neutral for most businesses. Unregistered persons do not pay reverse charge; instead, the foreign provider may charge GST under the OIDAR rules. Many Triplicane agencies miss these entries during scrutiny.

Why should I reconcile GSTR-2B with my purchase books every month?
Because your input tax credit in GSTR-3B is legally restricted to invoices appearing in GSTR-2B. Under Section 16(2)(aa) and Rule 36(4), credit is available only when the supplier has reported the invoice in their GSTR-1 and it flows into your GSTR-2B. Monthly reconciliation catches suppliers who have not filed, invoices reported with wrong GSTINs, duplicate entries and rate differences, before they become mismatch notices. It also protects working capital, since missed credits sit unclaimed. Relief exists for small recipients: legal services to a business entity whose turnover is within the registration threshold are exempt.
