This early circular resolved several healthcare and accommodation questions. It clarified that room rent charged by a hospital to an in-patient and food supplied to admitted patients as advised by the doctor form part of exempt composite healthcare services, while food sold to attendants and visitors is taxable. It also clarified that where a hospital engages senior consultants and retains a share of their fees, the entire consideration charged to the patient is exempt healthcare service. Separately it dealt with hostel accommodation below the then exemption threshold.

Munjaal Manishbhai Bhatt v. Union of India — Gujarat High Court, 2022 · 2022-05-06
In a bungalow purchase where land constituted the dominant value, the Gujarat High Court held that the deeming fiction treating land value as one-third of the total consideration for GST on construction is arbitrary if applied mandatorily. Where the actual value of land is ascertainable from the agreement, tax must be computed after deducting the real land value; the one-third deduction in the rate notification was read down as optional, available at the taxpayer's choice.
Why this matters: Builders and buyers with separately valued land agreements can compute GST on actual construction value — worth revisiting for plotted developments and villa projects around Chennai.

Biogas plants, solar power based devices and generators, solar lanterns and lamps, windmills and wind operated electricity generators, waste-to-energy plants, ocean and tidal wave energy devices and photovoltaic cells whether or not assembled into modules or panels are all listed in Schedule I at five per cent from 22 September 2025, reversing the increase made in October 2021. The explanation deeming seventy per cent of a composite project contract to be the value of goods has been carried forward unchanged.
What it means for you: Rooftop solar installers in Chennai bill the goods component at five per cent using the 70:30 split, which materially lowers the delivered cost of a project.
