The manufacturer supplied electrical wiring harness, essentially electrical wire with connectors at both ends, used in motor vehicles, and asked whether it should be classified as a motor vehicle part or as insulated electrical conductors. The Authority classified the product under heading 8544, which covers insulated wire and cable fitted with connectors, taxable at 9 percent central tax and 9 percent State tax following Notification No. 41/2017-Central Tax (Rate) dated 14 November 2017, the earlier rate having been higher.

GSTN Advisory, January 2024 — introduction of Tables 14 and 15 in GSTR-1 and the Invoice Furnishing Facility · 2024-01
From the January 2024 tax period, GSTR-1 and the Invoice Furnishing Facility carry two additional tables. Table 14 is filed by the seller and splits supplies made through an e-commerce operator between those on which the operator collects tax at source under Section 52 and those on which the operator itself pays tax under Section 9(5). Table 15 is filed by the e-commerce operator for supplies on which it discharges the tax under Section 9(5).
Practical effect: Sellers on marketplaces must map each order to the correct table, because mismatches here drive notices on tax collected at source credit.

Invoices had been raised showing the GSTIN of a group company instead of the actual recipient, which prevented the recipient from claiming credit. The High Court held the mistake was bona fide and inadvertent, applied Circular No. 183/15/2022-GST, and directed the authorities to permit rectification of the invoices and the corresponding returns for 2017-18 and 2018-19, and extended the same benefit to 2019-20 taking a justice-oriented approach.
What to do about it: A wrong GSTIN or similar clerical error in old invoices is not necessarily fatal — a rectification request supported by this judgment and Circular 183 is worth pursuing.
