A printing house printed leaflets and similar material using content supplied by the customer but paper, ink and other physical inputs of its own. It asked for the correct classification and rate. The Authority held that this is a composite supply in which the printing service is the principal supply, and the supply is therefore taxable at 18 percent. The customer supplying only the content or artwork did not alter the classification.
How we apply it: A Chennai printer supplying its own paper should charge 18 percent on job printed leaflets instead of assuming a lower book rate.

Garments moving from Tirupur to Tuticorin for export were detained because the e-way bill showed Chennai as the place of dispatch, and a penalty equal to 200 per cent of tax was levied under Section 129(1)(a). The Court quashed the penalty, holding that the goods were in fact covered by documents, that the error was typographical and easily correctable, that Section 126 forbids penalty for such minor breaches absent fraudulent intent, and that leaving the reply column blank breached Section 129(4).
What it means for you: A Tamil Nadu exporter penalised for a clerical mistake in the e-way bill, with no allegation of evasion, has a strong case for refund of the penalty paid under protest.

Section 9(4) of the CGST Act as originally enacted made a registered person liable to pay tax under reverse charge on all inward supplies received from unregistered persons. This notification granted a de minimis exemption where the aggregate value of such supplies received from all unregistered suppliers did not exceed Rs 5,000 in a day. The exemption proved unworkable in practice and section 9(4) was soon suspended altogether.
Why this matters: This threshold only matters for the July to October 2017 period, and Chennai businesses still facing scrutiny for those months should check the daily aggregate rather than invoice-wise values.
