Giving effect to the 50th GST Council decisions, CBIC clarified that un-fried and uncooked snack pellets manufactured by extrusion are classifiable under tariff item 1905 90 30 and attract five per cent with effect from 27 July 2023, and that fish soluble paste moved from eighteen to five per cent from the same date. Imitation zari thread or yarn made from metallised polyester or plastic film was placed at five per cent, and past periods were regularised on an as-is basis.
Practical effect: Snack and zari manufacturers in and around Chennai got both a lower rate and protection for past periods, so old demands on these items should be contested with this circular.

The dual-control deadlock that had stalled several earlier meetings was broken. The Council agreed that taxpayers would be divided between Central and State tax administrations for all administrative purposes: of taxpayers with turnover below Rs 1.5 crore, 90 per cent would go to the State administration and 10 per cent to the Centre, while taxpayers above Rs 1.5 crore would be split equally. Division was to be by computerised stratified random sampling at the State level, with both administrations retaining intelligence-based enforcement powers over the whole value chain. West Bengal recorded its dissent.

From 10 October 2024, any registered person purchasing metal scrap falling under Chapters 72 to 81 of the Customs Tariff from another registered person must deduct GST TDS at 2 per cent under Section 51 where the value of the individual supply under the contract exceeds Rs 2.5 lakh, and must register separately as a deductor if not already registered for TDS. This extended a mechanism previously confined largely to government deductors into a private industry, targeting chronic evasion in the scrap trade.
Practical effect: Scrap dealers and foundries buying registered-dealer scrap must take TDS registration, deduct 2 per cent and file GSTR-7, while sellers should reconcile and claim the deducted credit.
