The High Court quashed the orders, holding that Section 129 applies to goods in transit and cannot be invoked against goods stored at immovable premises. The proceedings were held to be without jurisdiction, and the Commissioner was directed to examine the conduct of the officers concerned.

This notification made the filing of the annual return in FORM GSTR-9 optional for registered persons whose aggregate turnover in a financial year did not exceed Rs 2 crore, for the financial years 2017-18 and 2018-19. It further provided that where such a person did not furnish the return before the due date, the annual return would be deemed to have been furnished on that date. The relief was later extended to subsequent years by separate notifications.
