GSTN implemented Phase-III of mandatory HSN reporting in Table 12 of GSTR-1 and GSTR-1A from the May 2025 return period, after the change was deferred from earlier periods. Manual keying of HSN codes is replaced by selection from a dropdown, Table 12 is split into separate B2B and B2C tabs, and new value validations compare the taxable values reported across tables. Table 13, the summary of documents issued, also became mandatory. Taxpayers up to Rs 5 crore turnover report 4-digit codes; larger taxpayers report 6-digit codes.

This notification specifies the categories of services under section 9(3) on which the whole of the tax is payable by the recipient rather than the supplier. The original list covers goods transport agency services, legal services by an individual advocate or firm of advocates, arbitral tribunal services, sponsorship, most services supplied by the Central or State Government or a local authority, services of a director to a company, insurance agent services, recovery agent services and certain transport and copyright services. The Andhra Pradesh High Court upheld the constitutional validity of Section 16(4) CGST Act, which bars availment of input tax credit after the prescribed deadline, holding that ITC is a conditional concession and the time limit is neither violative of Articles 14, 19 or 300A nor overridden by the non-obstante acceptance of a belated return with late fee. Parliament subsequently granted relief through Section 16(5), retrospectively extending the deadline for FY 2017-18 to 2020-21 up to 30 November 2021.
What to do about it: Claim every invoice's ITC well before the annual cut-off; for old years, check whether the retrospective Section 16(5) window and its amnesty procedures cure your late claims.
