This consolidated circular explained the return filing decisions of the 23rd GST Council meeting. It clarified the due dates, the quantum of late fee, and, most usefully, that errors in a GSTR-3B already filed cannot be revised but must be corrected by adjusting the figures in the return of a later month, with interest payable where tax was short paid. It also dealt with returns that were submitted but not filed because of portal problems.
Practical effect: The principle that GSTR-3B is corrected in a subsequent month rather than revised still governs every rectification a Chennai business makes today.

After the failed first attempt at rollout, this notification substituted rules 138, 138A, 138B, 138C and 138D of the CGST Rules with a redrafted set. The supplier keyed in the customer's Uttar Pradesh GST number instead of the Andhra Pradesh one while filing GSTR-1, and the correction window had lapsed. The Madras High Court allowed the writ petition and directed that the return be permitted to be amended, describing the mistake as a bona fide human error. The Court observed that assessees should not be prejudiced from availing credit they are otherwise legitimately entitled to, particularly where the matching forms were never notified.
Why this matters: A typographical GSTIN error that has cost your buyer their credit is curable — do not simply write off the credit as lost because the portal has closed the amendment window.
