The Council reduced GST on all electric vehicles from 12 per cent to 5 per cent and on chargers or charging stations for electric vehicles from 18 per cent to 5 per cent. Hiring of electric buses with carrying capacity of more than twelve passengers by local authorities was exempted. All these changes took effect from 1 August 2019. The Council also extended the last date for opting into the six per cent service composition scheme in CMP-02 to 30 September 2019.
What to do about it: Electric vehicle dealers and charging point operators in Chennai bill at five per cent, a rate that has survived every later rate revision including GST 2.0.
State Tax Officer v. Rainbow Papers Ltd — Supreme Court, judgment dated 06-09-2022 · 2022-09-06
The Supreme Court held that where a State tax statute creates a first charge on the assets of a defaulting dealer, the tax department qualifies as a secured creditor under the Insolvency and Bankruptcy Code. A resolution plan that simply ignores statutory tax dues, or provides nil recovery to the State, can be rejected. The decision considerably strengthened the position of tax authorities in corporate insolvency resolution processes.
How we apply it: A Chennai company entering insolvency cannot assume its GST and VAT arrears will be wiped out; statutory dues must be properly dealt with in the resolution plan.

GSTN enhanced the Invoice Management System from the October 2025 tax period. Recipients can now keep credit notes and specified records pending for one tax period instead of being forced to accept or reject them immediately, can declare the actual amount of input tax credit to be reduced when accepting a credit note where the credit was never availed or was already reversed, and can save remarks when rejecting or keeping a document pending. GSTR-2B can be recomputed after corrective action is taken.
What to do about it: Train your accounts team on the new pending and partial-reversal options so supplier credit notes do not strip more ITC than legally required.
