Notification No. 7/2022-Central Tax (Rate), dated 13 July 2022 · 2022-07-13
This companion notification amended the exemption list so that the nil rate on cereals, pulses, flour and similar staples applies only where the goods are other than pre-packaged and labelled. Loose sale from an open sack or gunny bag remains exempt; the same commodity in a sealed retail pack bearing statutory declarations becomes taxable at five per cent. Both notifications came into force on 18 July 2022 and reshaped billing for every kirana and provision supplier.
Why this matters: The same bag of rice is nil-rated if sold loose and taxable at five per cent if sold in a labelled retail pack, so packing practice now decides the tax.
GSTN Advisories, 2024 — enabling of credit card, debit card and UPI payment options on the GST portal · 2024
In addition to net banking, NEFT, RTGS and over-the-counter payment, GSTN enabled payment of GST through Unified Payments Interface and through credit and debit cards, routed via a payment gateway on the portal. The facility was rolled out State by State and now covers most States and Union Territories. Gateway or bank charges are borne by the taxpayer, and the amount reflects in the electronic cash ledger once the challan is confirmed.
What to do about it: Use UPI or card payment when a bank transfer will not clear in time, but confirm the credit in the cash ledger before filing the return.
36th GST Council Meeting (video conferencing) — 27 July 2019 · 2019-07-27
The Council reduced GST on all electric vehicles from 12 per cent to 5 per cent and on chargers or charging stations for electric vehicles from 18 per cent to 5 per cent. Hiring of electric buses with carrying capacity of more than twelve passengers by local authorities was exempted. All these changes took effect from 1 August 2019. The Council also extended the last date for opting into the six per cent service composition scheme in CMP-02 to 30 September 2019.
Why this matters: Electric vehicle dealers and charging point operators in Chennai bill at five per cent, a rate that has survived every later rate revision including GST 2.0.
