Responding to widespread complaints about arbitrary queries, CBIC directed registration officers to seek only the documents listed in Form GST REG-01. For rented premises a valid rent agreement with the owner's ownership proof suffices; for owned premises any one ownership document is enough; no-objection certificates suffice for consent premises. Officers must not demand physical originals, question the applicant's residential address or business activity, or raise presumptive queries, and any query must be specific and approved by the Deputy or Assistant Commissioner.

CBIC notified 'Account Aggregator', as defined under the RBI's NBFC-Account Aggregator directions, as a system with which the GST common portal may share taxpayer information under Section 158A. Sharing happens only with the taxpayer's explicit consent and covers registration particulars, returns filed and outward supply details. CBIC found that persons whose registration had been cancelled for non-compliance were applying for a brand new registration rather than seeking revocation. Officers were directed to examine every fresh application closely, to check whether the applicant had an earlier registration at the same place of business, and to reject the application under rule 9 if the true purpose was to avoid the pending returns and dues attached to the old registration.
