The Council approved a scheme to incentivise digital payment under GST. Concessions were to be given on B2C transactions paid through RuPay debit card, UPI, BHIM, USSD or BHIM-Aadhaar, by way of an automated refund to the consumer's account of twenty per cent of the total GST paid, subject to a ceiling of Rs 100 per transaction shared equally between CGST and SGST. The purchaser would be informed by SMS. The scheme was to run on a pilot basis in Assam, Tamil Nadu and any other volunteering State.
Practical effect: Tamil Nadu was one of only two States selected for this pilot, though the scheme was never rolled out in practice.

Assessment orders denied input tax credit solely because Form GSTR-2A did not match GSTR-3B. The Court set the orders aside, holding that the proper officer must follow the reconciliation mechanism in CBIC Circular Nos. 183/15/2022-GST and 193/05/2023-GST, must expressly intimate the assessee of the discrepancy and of the certificate route, and must give a reasonable opportunity to cure the mismatch through supplier or chartered accountant certificates before rejecting the claim.
What to do about it: A Chennai business facing an ITC reversal on 2A mismatch should invoke Circulars 183 and 193 in its reply and offer supplier or CA certificates, since Madras High Court treats that procedure as binding on the officer.

The Kerala Authority for Advance Ruling held that where the principal issues a financial credit note without reducing its own output tax, the distributor need not reverse input tax credit. However, the additional discount reimbursed so that the distributor can sell at a lower price is consideration from a third party and forms part of the taxable value.
Why this matters: Distinguish financial credit notes from tax credit notes, because only the latter require you to reverse input tax credit.
