This consolidated circular explained the return filing decisions of the 23rd GST Council meeting. It clarified the due dates, the quantum of late fee, and, most usefully, that errors in a GSTR-3B already filed cannot be revised but must be corrected by adjusting the figures in the return of a later month, with interest payable where tax was short paid. It also dealt with returns that were submitted but not filed because of portal problems.
Why this matters: The principle that GSTR-3B is corrected in a subsequent month rather than revised still governs every rectification a Chennai business makes today.

GSTN enhanced the Invoice Management System from the October 2025 tax period. Recipients can now keep credit notes and specified records pending for one tax period instead of being forced to accept or reject them immediately, can declare the actual amount of input tax credit to be reduced when accepting a credit note where the credit was never availed or was already reversed, and can save remarks when rejecting or keeping a document pending. GSTR-2B can be recomputed after corrective action is taken.

52nd GST Council Meeting, New Delhi — 7 October 2023 · 2023-10-07
The Council recommended nil GST on food preparation of millet flour in powder form containing at least 70 per cent millets by weight when sold loose, and 5 per cent when pre-packaged and labelled. GST on molasses was slashed from 28 per cent to 5 per cent to benefit sugarcane farmers and reduce cattle feed costs. The Council also clarified that job work services of converting barley into malt attract the concessional 5 per cent rate applicable to job work in relation to food products, and not 18 per cent.
Practical effect: Food processors and cattle-feed traders in Tamil Nadu gained significant input cost relief and needed to re-price millet-based products.
