Three companion notifications rebuilt the late fee structure on a turnover basis from June 2021. For GSTR-1 the fee was capped at Rs 500 for nil statements, Rs 2,000 where turnover is up to Rs 1.5 crore and Rs 5,000 where turnover is between Rs 1.5 crore and Rs 5 crore, with the normal Rs 10,000 ceiling continuing above Rs 5 crore. For the composition annual return in GSTR-4, from the financial year 2021-22 onwards, the fee was capped at Rs 2,000 in total, being Rs 1,000 each under the central and State laws, and at Rs 500 in total where the return is nil. For the tax deduction return in GSTR-7 the fee was reduced to Rs 50 per day subject to a ceiling of Rs 2,000.

Acting on the report of the Group of Ministers on IT simplification, the Council approved the design principles for a new return: one monthly return for all taxpayers except composition dealers and a few others, with staggered due dates by turnover; unidirectional flow of invoices uploaded by the seller at any time during the month, which would be the valid document for the buyer's credit; no requirement to upload purchase invoices; four-digit HSN for B2B invoices; and automatic computation of liability and credit.

I made a mistake in GSTR-3B. Can I revise it?
No, GSTR-3B cannot be revised once filed. The GST law allows corrections only through adjustments in the returns of subsequent tax periods. If you under-reported tax, pay the difference with 18 percent interest in the next GSTR-3B or through Form DRC-03. If you over-reported, adjust it in a later month within the time limits allowed. When can I issue a GST credit note against my sales invoice?
Section 34 permits a credit note where the taxable value or tax charged in the invoice exceeds what is actually payable, where the goods are returned by the recipient, or where the goods or services are found deficient. For a nil GSTR-3B or nil GSTR-1 filed after the due date, the late fee is Rs.20 per day of delay (Rs.10 CGST plus Rs.10 SGST), capped at Rs.500 per return (Rs.250 plus Rs.250). No interest applies since there is no tax payable. While Rs.500 sounds small, defaults across several months add up, and the bigger cost is the compliance chain breaking and your GSTIN being flagged. When can goods move on a delivery challan instead of a tax invoice?
Rule 55 permits movement on a delivery challan where the transportation is not itself a supply: sending inputs or capital goods for job work, taking goods to an exhibition or for approval where the sale is not yet certain, supplying liquid gas where the quantity is unknown at removal, and moving goods in semi-knocked-down form in multiple consignments, where the full invoice travels with the first lot. The challan is prepared in triplicate and an e-way bill is still required where value thresholds are crossed. Goods sent on approval must be invoiced within six months, failing which tax becomes payable.
My customer in Mumbai asked me to deliver goods directly to his buyer in Chetpet. How do I bill this?
This is a bill-to ship-to transaction under Section 10(1)(b). When goods are delivered to a third party on the instruction of your customer, the law deems your customer's principal place of business as the place of supply, not the actual delivery point. So you invoice the Mumbai customer with IGST even though the goods physically moved within Tamil Nadu, and the Mumbai customer raises a second invoice on the ultimate recipient in Chetpet. What is the difference between the electronic cash ledger and the electronic credit ledger?
The electronic cash ledger reflects actual money you have deposited through challans, plus TDS and TCS credits you have accepted; it can pay tax, interest, penalty, late fee and any other amount.
