Notification No. 9/2025-Central Tax (Rate) · 2025-09-17
Implementing the 56th GST Council's rate restructuring, this notification superseded Notification 1/2017-Central Tax (Rate) and prescribed the new goods rate schedule effective 22 September 2025. The 12 and 28 per cent slabs were largely abolished: most daily-use and 12 per cent goods moved to 5 per cent, most 28 per cent goods including consumer durables moved to 18 per cent, and a 40 per cent rate was reserved for a narrow list of sin and luxury goods, with compensation cess subsumed.

GSTN Advisory dated 16 June 2025 — launch of the E-Way Bill 2.0 portal at ewaybill2.gst.gov.in with effect from 1 July 2025 · 2025-06-16
A second e-way bill portal was launched at ewaybill2.gst.gov.in with effect from 1 July 2025. It operates in parallel with the existing portal, uses the same login credentials, and synchronises data in real time, so an e-way bill generated on one portal can be updated, extended or cancelled on the other. The purpose is business continuity when one system is unavailable, along with cross-portal Part-B updates and consolidated e-way bill generation.
Practical effect: Record the alternate portal address in your dispatch procedure so consignments are not stranded when the main e-way bill site is down.
48th GST Council Meeting (video conferencing) — 17 December 2022 · 2022-12-17
The Council recommended decriminalising parts of the GST regime. The minimum threshold of tax for launching prosecution under Section 132 was raised from Rs 1 crore to Rs 2 crore, except for the offence of issuing invoices without any supply. The compounding amount was reduced from the range of 50 to 150 per cent of tax to 25 to 100 per cent. Three offences were decriminalised altogether: obstructing or preventing an officer in the discharge of duties, deliberate tampering with material evidence, and failure to supply information.
Why this matters: Ordinary compliance failures below Rs 2 crore of tax no longer expose a Chennai proprietor to criminal prosecution, though fake invoicing remains prosecutable at any value.
