Trade Profile and GST Jurisdiction for Thandavarayan Street, Foreshore Estate

Choosing GST Refund RFD-01 in Foreshore Estate is ultimately an act of trust: you are handing over sales figures, purchase records and portal access. Foreshore Estate, known locally as Pattinapakkam, is the coastal settlement where fishing households along Loop Road and the Trust streets meet the Adyar estuary near the Broken Bridge, with fish vending clustered around the Foreshore Estate bus terminus. Fresh fish is exempt from GST, but boat repair, ice supply, cold transport and online seafood sales are taxable, creating chronic classification and registration confusion. We earn that trust the unglamorous way — fixed fees honoured, drafts approved by you before filing, acknowledgements shared the same day, and strict confidentiality throughout. Clients across Foreshore Estate, Santhome and Raja Annamalaipuram have stayed with us for years on precisely this basis.

GST jurisdiction for Foreshore Estate (PIN 600028): businesses here generally fall under the CGST Chennai North Commissionerate. We regularly represent clients from Foreshore Estate before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST Compliance for Retail Shops in Foreshore Estate
A retail counter bills hundreds of small consumer sales a day, and GST treats them very differently from B2B trade. B2C turnover goes into GSTR-1 as consolidated rate-wise figures, exempt goods need a bill of supply instead of a tax invoice, and a mixed basket of taxable and exempt stock forces proportionate credit reversal under Rule 42. Departments now compare UPI and card settlements against declared turnover, so daily sales must reconcile with bank inflows. A specialist sets up your billing software with a verified HSN and rate master, evaluates the one percent composition option against regular filing, and keeps declared figures consistent before any mismatch query arrives.
You can move your GST Refund RFD-01 to a new consultant in Foreshore Estate at any time mid-year; past filings are reviewed, pending items are regularised, and ongoing fees start at Rs.4,999.
Why Us

Why Thandavarayan Street, Foreshore Estate Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

Correct HSN Codes and Rates, Verified

GSTR-1 requires four-digit HSN reporting for turnover up to Rs.5 crore and six digits above it, and a wrong code often means a wrong rate. We verify the classification of what you actually supply, so your invoices and returns rest on defensible codes.

Multi-GSTIN and Branch Coordination

Businesses with registrations in more than one State, or multiple branches under one PAN, face cross-charge, stock transfer and input service distribution questions that single-GSTIN firms never see. We keep all your registrations consistent with each other, not just compliant individually.

Zero Tolerance for Late Fees and Interest

GSTR-3B late fees run at Rs.50 per day and interest at 18 percent per annum on unpaid tax. Our internal cut-offs sit days ahead of statutory due dates precisely so that our clients never hand the department a rupee they did not owe.

Job Work Movements Tracked Through ITC-04

Goods sent to job workers must move on delivery challans, return within the statutory period, and be reported in ITC-04. We track every outward and return leg for manufacturing clients in Foreshore Estate, so inputs sent out for processing never quietly convert into a deemed supply carrying tax and interest.

E-Invoice and E-Way Bill Fluency

E-invoicing is mandatory once turnover crosses Rs.5 crore and e-way bills apply to goods movements above Rs.50,000. We set up, train and troubleshoot both systems, so your despatches from Foreshore Estate are never held up by a compliance gap at the gate.

Clean Exits When a Business Closes

Winding up attracts its own GST obligations — the cancellation application, reversal of credit on closing stock, and the final return in GSTR-10 within three months. We close registrations properly so a business you shut in Foreshore Estate never writes back to you as a demand years later.

How It Works

Our GST Refund Process

Eligibility and computation

We identify the correct refund category, confirm the two-year limitation from the relevant date, and compute the admissible amount using the formula prescribed under the rules.

Document compilation

Invoices, shipping bills, FIRCs, the LUT and ledger extracts are compiled into the prescribed statements, and gaps that commonly cause deficiency memos are fixed upfront.

RFD-01 filing

The refund application is filed on the portal with all annexures and declarations, and the acknowledgement in RFD-02 is tracked within the statutory fifteen days.

Departmental follow-up

We respond to any deficiency memo in RFD-03 or show cause notice in RFD-08, appear through written submissions, and pursue provisional refund where the category permits.

Sanction and credit

We track the sanction order in RFD-06 and payment advice in RFD-05, confirm the credit in your validated bank account, and archive the complete claim file.

Outcomes

What You Get

Practical outcomes our clients measure us by.

Growth Without Compliance Anxiety

New branches, new product lines and interstate sales all carry GST consequences. With standing professional support, you expand knowing registrations, invoicing and returns will keep pace with the business.

Bank and Tender Readiness

Loan applications and government tenders routinely demand GST returns and registration documents. With everything filed and archived properly, you can produce a complete compliance file within hours instead of days.

No Interest Outflows at 18 Percent

Interest on delayed GST payment runs at 18 percent per annum, which is costlier than most working capital finance. Timely computation and payment through our calendar keeps that meter permanently at zero.

Notices Answered Within the Time Limit

Statutory windows such as thirty days for an ASMT-11 reply are tracked from the day a notice arrives, so responses go in on time, complete, and with your best case properly presented.

Correct Tax the First Time

Rates, reverse charge, place of supply and blocked credits are applied correctly at the preparation stage, so you neither overpay tax you do not owe nor underpay and invite demands with penalty later.

Credit Notes That Actually Reduce Your Tax

Sales returns, discounts and price revisions are adjusted through properly reported credit notes within the statutory window, so you never keep paying tax on turnover you have already reversed.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
Input tax creditPurchase register matched against GSTR-2B each period, with defaulting suppliers chased so eligible credit is actually captured.Credit claimed from books alone; mismatches with GSTR-2B mean lost credit or excess claims that invite departmental queries.
When a notice arrivesA professional drafts the reply in the department's format and files it within the statutory window, such as thirty days for ASMT-11.You face departmental language alone, and a missed reply deadline can convert a simple query into a demand with penalty.
Late fees and interestFilings go in ahead of statutory dates, so the Rs.50-per-day late fee and 18 percent interest never arise.Late fees accumulate silently every delayed day, and interest on unpaid tax runs at 18 percent per annum.
Record keepingEvery return, challan, acknowledgement and working paper archived in an organised folder, retrievable in minutes years later.Documents scattered across email, downloads and old phones; assembling records for a bank or an audit takes days.
Due-date trackingA maintained compliance calendar with internal cut-offs days before the 11th and the 20th; we chase you for data, not the other way around.Deadlines remembered from memory or phone alarms; one busy week and the return slips past the due date.

Portal Advisory

Refund claims move to invoice-based filing without chronological periods

GSTN Advisory dated 8 May 2025 — changes in the refund filing process on the portal · 2025-05-08

GSTN removed the requirement to select a refund period in chronological order for certain refund categories, so a claim need not follow strict sequence, and moved those categories to invoice-based filing. For export of services with payment of tax, supplies to special economic zone units with payment of tax, and deemed export claims by the supplier, the applicant uploads the specific invoices in the relevant statement and those invoices are then locked against a repeat claim. All returns due up to the date of the claim must be filed.

What it means for you: Keep returns current and your export invoice register clean, since refunds are now claimed invoice by invoice and each invoice can be used only once.

Notification

Handicrafts re-notified at 5 per cent, with silver filigree and imitation jewellery at 3 per cent

Notification No. 13/2025-Central Tax (Rate), dated 17 September 2025 · 2025-09-17

This notification replaces the entire table in the 2018 handicrafts notification with a fresh list of about thirty-nine entries from 22 September 2025. Most items carry central tax of 2.5 per cent, that is five per cent combined: handcrafted candles, carved and inlaid wood products, wooden frames, art ware of cork and sholapith, vegetable-fibre mats and basketwork, handmade paper, papier mache articles, coir goods, handmade carpets, stone carving, ceramic and glass art ware, brass and copper art ware, wooden toys, hand paintings and original sculptures. Silver filigree work and handmade imitation jewellery, including jewellery of natural seeds and beads, carry 1.5 per cent central tax, that is three per cent combined.

What to do about it: Handicraft retailers in Chennai charge five per cent on the general run of handicraft goods, but must apply three per cent to silver filigree work and handmade imitation jewellery.

Case Law

Supreme Court applies the doctrine of mutuality to exempt clubs supplying members

State of West Bengal v. Calcutta Club Ltd — Supreme Court, (2019) 19 SCC 107, judgment dated 03-10-2019 · 2019-10-03

The Supreme Court held that the doctrine of mutuality survived the Forty-sixth Constitutional Amendment. Supplies of food, drink and services by an incorporated members' club to its own members are not a sale or a service to another person, so sales tax and service tax could not be levied. Note that GST law was later amended, with retrospective effect from 1 July 2017, to specifically tax supplies between a club or association and its members.

Why this matters: Chennai clubs, associations and resident welfare bodies cannot rely on mutuality under GST any longer, as the law was amended to override this ruling.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Is there a GST consultant near Foreshore Estate for gst refund application?
Yes. We serve Foreshore Estate and the surrounding areas from our office at Porur, Chennai - 600 116, Tamil Nadu, and most GST refund work is completed online — you send documents on WhatsApp and we handle the portal work. If you prefer in-person help, we offer doorstep document pickup across Foreshore Estate and you are welcome to visit our office. Reach us on +91 - 9600 606 444 between 9 AM and 8 PM, Monday to Saturday.
What are deemed exports and who claims the refund, the supplier or the buyer?
Deemed exports are notified domestic supplies treated like exports even though goods do not leave India, such as supplies to Export Oriented Units, supplies against Advance Authorisation, and supplies of capital goods against EPCG authorisation. Tax is paid on these supplies, and the refund of that tax can be claimed through RFD-01 by either the recipient or, where the recipient furnishes an undertaking that it will not claim the refund and will not avail ITC, by the supplier. The claim must be filed within two years and supported by the prescribed acknowledgements and undertakings.
I export under LUT without charging tax. Can I get a refund of my input tax credit?
Yes. Exports made under a Letter of Undertaking are zero-rated, so the input tax credit accumulated on your purchases can be claimed as a refund by filing RFD-01 under the category refund of unutilised ITC on export without payment of tax. The refund is computed proportionately using the formula in Rule 89(4), based on your export turnover versus total turnover. You must upload a statement of export invoices along with shipping bills or, for services, FIRC or BRC evidencing foreign exchange receipt. Exporters in Foreshore Estate can call +91 - 9600 606 444 for end-to-end filing support.
I export goods after paying IGST. How do I get that tax back?
For export of goods with payment of IGST, no separate RFD-01 is needed. The shipping bill filed with customs is itself treated as the refund application once you file GSTR-1 with correct shipping bill details in Table 6A and pay the tax through GSTR-3B. Customs matches the data from the GST portal with ICEGATE and credits the refund directly to your bank account. Most delays happen because of invoice mismatches between GSTR-1 and the shipping bill, or bank account validation errors, so reconcile both before filing each month.
How long does a GST refund take after filing RFD-01?
The proper officer must issue the final refund order in RFD-06 within sixty days of receiving a complete application. For zero-rated supplies such as exports, a provisional refund of ninety percent of the claim is to be granted within seven days of the acknowledgement, subject to conditions. If the refund is delayed beyond sixty days, interest is payable to you on the refund amount. In practice, clean documentation and prompt replies to any query in RFD-08 decide the actual speed. Exporters in Foreshore Estate typically see credits faster when GSTR-1, GSTR-3B and shipping data reconcile perfectly.
How do I claim a GST refund for my business in Foreshore Estate?
GST refunds are claimed online by filing Form RFD-01 on the GST portal under the relevant category, such as export of goods or services, inverted duty structure, or excess balance in the electronic cash ledger. You must attach supporting documents like invoices, shipping bills or bank realisation certificates, and the application must be filed within two years of the relevant date. Once filed, the officer issues an acknowledgement in RFD-02 within fifteen days. Many businesses in Foreshore Estate lose refunds to avoidable deficiencies, so call +91 - 9600 606 444 if you would like the application prepared professionally.
What documents do I need to attach with a GST refund application?
The documents depend on the refund category. Export refunds under LUT need a statement of invoices with corresponding shipping bill numbers and dates, or FIRC and BRC for service exports. Inverted duty claims need statements of inward and outward supplies with the Rule 89(5) computation. All claims need a declaration that the tax incidence has not been passed on, and claims above Rs.2 lakh require a certificate from a chartered accountant or cost accountant in certain cases. Uploads are limited on the portal, so annexures must be prepared compactly. Call +91 - 9600 606 444 for a category-wise checklist.
Why does the consignment note matter so much for a transporter's GST liability?
Because issuing a consignment note is what legally makes a road transporter a goods transport agency. The note records the consignor, consignee, goods, and the transporter's responsibility for the goods until delivery. A person who transports goods by road without issuing a consignment note is not a GTA at all, and such transport of goods by road is exempt from GST. Many lorry owners around Foreshore Estate operate purely on trip basis without consignment notes and therefore have no GST liability, while booking agents who issue notes fall squarely within the GTA framework. Document practice, not the vehicle, decides the tax.
The portal auto-filled an interest amount in my GSTR-3B. Can I edit or dispute it?
The portal computes interest on delayed filings under Rule 88B and auto-populates it in Table 5.1 of the next period's GSTR-3B, with a break-up shown period-wise. The system value is based on your cash ledger debits and the days of delay, and while the field permits upward revision, reducing the system-computed figure will flag the return. If you believe the computation is wrong, for instance because a liability related to an earlier period was declared with correct interest already paid through DRC-03, pay what is correct and keep the working; the department can be satisfied later with the reconciliation. We verify these auto-computations for clients before every filing.
What is a debit note under GST and when do I issue one?
You issue a debit note when the taxable value or tax charged in the original invoice was less than what is actually payable, for example a price escalation clause kicking in or a rate charged short. Declaring the debit note in GSTR-1 increases your output liability, payable with interest where the shortfall relates to an earlier period. There is no outer time limit on issuing a debit note itself. For your buyer, the debit note is a credit document: following the amendment to Section 16(4), the buyer's time limit to claim ITC runs from the date of the debit note, not the original invoice.
My shop's landlord in Foreshore Estate is not GST registered. Do I pay GST on the rent myself?
Yes, if you are registered. With effect from 10 October 2024, renting of any immovable property other than a residential dwelling by an unregistered person to a registered person was notified under reverse charge, so a registered tenant must pay 18 percent on the rent in cash through GSTR-3B and can claim ITC subject to the usual conditions. Composition taxpayers were subsequently excluded from this entry with effect from 16 January 2025. You must also raise a monthly self-invoice since the landlord is unregistered. Many shop and godown tenants in Foreshore Estate remain unaware of this recent entry; call +91 - 9600 606 444 to regularise past months.
How do I document free samples and gifts given to customers?
Goods supplied genuinely free of cost to unrelated persons are not a supply, so no tax invoice is raised and no GST is charged; the movement is covered by a delivery challan marked as free samples. The cost is that input tax credit on those goods must be reversed. Two traps deserve care: gifts to related persons or between distinct GSTINs of the same PAN are taxable under Schedule I even without consideration, and promotional schemes like buy one get one are treated as a single price for two items, taxed normally with credit intact. Structure your Foreshore Estate promotions with this distinction in mind.
Does compensation cess still apply on any goods?
For most goods, no. With the rate restructuring of 22 September 2025, compensation cess was discontinued on items such as cars, and the demerit burden was merged into the single 40 percent rate. The cess continues only on pan masala and specified tobacco products during the transition period while past compensation cess loan obligations are being discharged. A practical point for traders: balances of unutilised compensation cess credit cannot be cross-utilised against CGST, SGST or IGST liability, so businesses holding old cess credit should evaluate their position rather than assuming it will set off future tax.
If I open a bulk bag and sell rice loose by weight, is that sale taxable?
No. The 5% levy on specified food items applies only when they are supplied in pre-packaged and labelled form in packs up to 25 kilograms. When a retailer opens bulk stock and weighs out loose quantities against each customer's order, the supply is not of a pre-packaged commodity, so it remains exempt. What you cannot do is sell an intact labelled retail pack and bill it as loose. Keep purchase records showing bulk procurement and maintain the loose counter separately from the packed shelf, because officers test this distinction during inspections of grocery businesses. When in doubt on a product, call +91 - 9600 606 444.
When can goods move on a delivery challan instead of a tax invoice?
Rule 55 permits movement on a delivery challan where the transportation is not itself a supply: sending inputs or capital goods for job work, taking goods to an exhibition or for approval where the sale is not yet certain, supplying liquid gas where the quantity is unknown at removal, and moving goods in semi-knocked-down form in multiple consignments, where the full invoice travels with the first lot. The challan is prepared in triplicate and an e-way bill is still required where value thresholds are crossed. Goods sent on approval must be invoiced within six months, failing which tax becomes payable.
Can I transfer cash ledger balance from one GSTIN to another GSTIN of the same PAN?
Yes, within limits. Under Section 49(10), unutilised IGST and CGST balances in the electronic cash ledger can be transferred through PMT-09 to the cash ledger of a distinct person, that is, another GSTIN registered on the same PAN in the same or another state. SGST balances cannot be moved across states in this manner. The transfer is not permitted if the transferring GSTIN has any unpaid liability standing in its electronic liability register. Multi-state businesses headquartered in Foreshore Estate use this to shift idle deposits to the branch that actually needs the cash, avoiding fresh working capital outflow.
What are the most common mistakes Chennai businesses make with GST refunds and ITC?
The recurring ones we see across Foreshore Estate are: missing the two-year limitation for RFD-01, mismatches between GSTR-1, GSTR-3B and shipping bill data that stall export refunds, forgetting the April LUT renewal, claiming ITC on invoices absent from GSTR-2B, ignoring blocked credits under Section 17(5), breaching the 180-day supplier payment rule, and treating deficiency memos as rejections instead of refiling within limitation. Each of these is preventable with a simple monthly checklist and a year-end reconciliation. ChennaiGST builds exactly this discipline into its retainer engagements; call +91 - 9600 606 444 if any of these sounds familiar.
What documents are required for GST refund RFD-01 in Foreshore Estate?
For GST refund RFD-01 you will generally need: Export invoices and shipping bills, for export refund claims, FIRC or bank realisation certificates for export proceeds, Copy of LUT filed in RFD-11, for exports without payment of tax, GSTR-1 and GSTR-3B filed copies for the claim period, GSTR-2B and purchase invoices supporting input tax credit. The exact list depends on your constitution — proprietorship, partnership, LLP or company — and on the specifics of your case. Send what you have on WhatsApp to +91 - 9600 606 444 and we will confirm within the same working day exactly what else is needed, so nothing is rejected later for a missing paper.
Are there any hidden charges for GST refund RFD-01?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
How much does GST refund RFD-01 cost in Foreshore Estate?
Our fee for GST refund RFD-01 in Foreshore Estate starts at Rs.4,999 and is quoted in full before we begin — there are no hidden charges added later. The fee covers professional work end to end: document review, preparation, filing and follow-up until completion. Government fees or portal charges, where applicable, are separate and always shown to you upfront. For an exact quote based on your turnover and business type, call +91 - 9600 606 444 and a consultant will confirm it on the call.
