Trade Profile and GST Jurisdiction for Kasturi Avenue, Foreshore Estate

GST does not distinguish between a large showroom and a small service unit — the due dates and matching systems apply equally to both. Foreshore Estate, known locally as Pattinapakkam, is the coastal settlement where fishing households along Loop Road and the Trust streets meet the Adyar estuary near the Broken Bridge, with fish vending clustered around the Foreshore Estate bus terminus. Fresh fish is exempt from GST, but boat repair, ice supply, cold transport and online seafood sales are taxable, creating chronic classification and registration confusion. That is why our GSTR-1 & GSTR-3B Monthly Filing engagements in Foreshore Estate follow the same discipline whatever the client's size: written checklists, reconciliation before filing and every acknowledgement archived. Businesses from Santhome and Raja Annamalaipuram run on the same process, entirely over WhatsApp if they prefer.

GST jurisdiction for Foreshore Estate (PIN 600028): businesses here generally fall under the CGST Chennai North Commissionerate. We regularly represent clients from Foreshore Estate before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST Compliance for Retail Shops in Foreshore Estate
A retail counter bills hundreds of small consumer sales a day, and GST treats them very differently from B2B trade. B2C turnover goes into GSTR-1 as consolidated rate-wise figures, exempt goods need a bill of supply instead of a tax invoice, and a mixed basket of taxable and exempt stock forces proportionate credit reversal under Rule 42. Departments now compare UPI and card settlements against declared turnover, so daily sales must reconcile with bank inflows. A specialist sets up your billing software with a verified HSN and rate master, evaluates the one percent composition option against regular filing, and keeps declared figures consistent before any mismatch query arrives.
Businesses in Foreshore Estate typically choose professional GSTR-1 & GSTR-3B Monthly Filing because reconciled, senior-reviewed filings from Rs.749 prevent the late fees, lost credit and mismatch notices that self-filing commonly produces.
Why Us

Why Kasturi Avenue, Foreshore Estate Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

E-Invoice and E-Way Bill Fluency

E-invoicing is mandatory once turnover crosses Rs.5 crore and e-way bills apply to goods movements above Rs.50,000. We set up, train and troubleshoot both systems, so your despatches from Foreshore Estate are never held up by a compliance gap at the gate.

Extra Hands During Filing Windows

In the days before the 11th and the 20th, our team runs extended hours and a strict internal queue, so a client who sends data late in the window is still filed on time. Peak-season crush at our end never becomes a late fee at yours.

One Dedicated Point of Contact

You deal with one accountable person who knows your business, your turnover pattern and your filing history. No repeating your story to a new voice every month, and no file falling between two desks when a deadline is approaching.

Multi-GSTIN and Branch Coordination

Businesses with registrations in more than one State, or multiple branches under one PAN, face cross-charge, stock transfer and input service distribution questions that single-GSTIN firms never see. We keep all your registrations consistent with each other, not just compliant individually.

E-Commerce Seller Reconciliation, Including TCS

Sellers on Amazon, Flipkart and other marketplaces face a three-way match between marketplace reports, GSTR-1 and the TCS the operator deposits against your GSTIN. We reconcile all three every period and accept the TCS credit, so sellers in Foreshore Estate never leave marketplace deductions unclaimed.

Deadline Tracking Done for You

GSTR-1 by the 11th, GSTR-3B by the 20th, CMP-08 by the 18th after each quarter — we maintain a compliance calendar for every client and start chasing your data well before the due date, so late fees never enter the picture.

How It Works

Our Monthly Returns Process

Monthly data collection

At month end we remind you and collect sales invoices, purchase bills and credit notes in whatever format you maintain, including Excel, Tally exports or scanned copies.

GSTR-1 preparation and filing

We prepare invoice-wise outward supply details, validate GSTINs of your B2B customers, summarise B2C supplies and file GSTR-1 on the portal before the 11th.

ITC reconciliation with GSTR-2B

We download your auto-drafted GSTR-2B, match it against purchase records, and claim only eligible input tax credit so that mismatches do not trigger scrutiny notices later.

Tax computation and confirmation

We compute net tax payable after ITC set-off, share the working with you for approval, and generate the payment challan for any cash liability.

GSTR-3B filing and reporting

After your confirmation and tax payment, we file GSTR-3B before the 20th and send you both filed acknowledgements along with a one-page summary of the month.

Outcomes

What You Get

Practical outcomes our clients measure us by.

Credit Notes That Actually Reduce Your Tax

Sales returns, discounts and price revisions are adjusted through properly reported credit notes within the statutory window, so you never keep paying tax on turnover you have already reversed.

Bank and Tender Readiness

Loan applications and government tenders routinely demand GST returns and registration documents. With everything filed and archived properly, you can produce a complete compliance file within hours instead of days.

Lower Total Cost of Compliance

A fixed professional fee is almost always cheaper than the combination of late fees, interest, lost credit and staff hours that informal, last-minute compliance quietly accumulates over a year.

Marketplace Accounts That Stay Live

E-commerce platforms continuously validate seller GSTINs and filing status. A consistently compliant registration keeps your listings active and settlements flowing, with no sudden suspension of your online sales channel.

Peace of Mind Around Due Dates

The 11th and the 20th stop being days of dread. You approve a prepared draft, we file, and the acknowledgement lands on your WhatsApp — month after month, without drama.

Supplier Risk Caught Early

We spot suppliers who stop uploading invoices or filing returns and alert you before their default becomes your blocked credit, letting you recover amounts or switch vendors while the exposure is still small.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Annual return preparationMonthly reconciliations roll naturally into GSTR-9, filed comfortably before 31 December with figures already agreed through the year.Twelve months of unmatched data reconstructed in December, with differences discovered too late to be corrected cleanly.
Record keepingEvery return, challan, acknowledgement and working paper archived in an organised folder, retrievable in minutes years later.Documents scattered across email, downloads and old phones; assembling records for a bank or an audit takes days.
Risk of noticesGSTR-1, GSTR-3B and GSTR-2B reconciled before filing, removing the mismatches that trigger most scrutiny notices.Inconsistent figures across returns quietly build a mismatch history that surfaces later as ASMT-10 scrutiny or a demand notice.
When a notice arrivesA professional drafts the reply in the department's format and files it within the statutory window, such as thirty days for ASMT-11.You face departmental language alone, and a missed reply deadline can convert a simple query into a demand with penalty.
Registration and amendmentsQuery-resistant applications prepared correctly the first time, with supporting documents matched to what proper officers actually verify.Repeated clarification memos and resubmissions, with weeks lost because a rent agreement or premises photograph did not meet expectations.
Late fees and interestFilings go in ahead of statutory dates, so the Rs.50-per-day late fee and 18 percent interest never arise.Late fees accumulate silently every delayed day, and interest on unpaid tax runs at 18 percent per annum.

AAR Ruling

Ready to cook idli, dosa and porridge mixes taxable at 18 percent

Krishna Bhavan Foods and Sweets - AAR Tamil Nadu, Order No. TN/24/AAR/2021, dated 18 June 2021, upheld by AAAR Tamil Nadu, Order No. TN/AAAR/02/2022, dated 13 January 2022 · 2021-06-18

The applicant sold packaged ready to cook instant mixes for dosai, idli, tiffin items, sweets, health mix and porridge. It argued that these were only flours of cereals and pulses taxable at 5 percent. The Authority classified the products under heading 2106 90 as food preparations not elsewhere specified, attracting 18 percent GST, because the mixing and added ingredients took them out of the concessional flour entries. The Appellate Authority upheld that classification.

What to do about it: Chennai food manufacturers selling instant mixes should confirm whether the product is a plain flour or a preparation before applying 5 percent.

Circular

Standard procedure for processing a voluntary cancellation application

Circular No. 69/43/2018-GST dated 26 October 2018 · 2018-10-26

This circular set out how officers must handle an application for cancellation of registration in FORM GST REG-16. The officer should verify the application and, if satisfied, pass the cancellation order in FORM GST REG-19 within thirty days. Pending returns are to be filed and any liability discharged, and the taxpayer must file the final return in FORM GSTR-10 within three months of the cancellation order. Cancellation cannot be refused merely because dues are outstanding.

What it means for you: A Chennai business closing down should file REG-16, clear pending returns and remember GSTR-10, since an unfiled final return keeps the liability alive.

Case Law

Supreme Court disallows retrospective rectification of GSTR-3B for past periods

Union of India v. Bharti Airtel Ltd — Supreme Court, 2021 · 2021-10-28

Bharti Airtel sought to rectify its GSTR-3B for July-September 2017 to claim refund of about Rs 923 crore excess cash paid, blaming the non-operational GSTR-2A at the time. The Supreme Court set aside the Delhi High Court order permitting rectification, holding that returns can only be corrected in the period in which errors are noticed, as the law then stood, and that taxpayers must self-assess from their own books, not the portal.

Why this matters: File GSTR-3B accurately the first time — correct discovered errors in the current period per the prescribed mechanism rather than expecting retrospective revision of old returns.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Do you provide gst return filing for small businesses and proprietorships in Foreshore Estate?
Yes. A large share of our clients in Foreshore Estate are proprietors, small traders, shop owners, freelancers and family businesses rather than large companies. The fee of Rs.749/month and the process are the same regardless of size, and we explain the compliance position in plain language — in Tamil or English — so you understand what is being filed on your behalf and why.
Which GST office handles Foreshore Estate businesses?
Businesses in Foreshore Estate (PIN 600028) generally fall under the CGST Chennai North Commissionerate, with state-jurisdiction cases handled by the Tamil Nadu Commercial Taxes Department. Your exact division and range can be confirmed from your GSTIN on the GST portal. We regularly appear before this jurisdiction for registrations, clarifications and hearings, so we know the local practice and documentation preferences.
A client paid me an advance. Do I raise an invoice or something else?
On receiving an advance, you issue a receipt voucher under Rule 50, not an invoice; the tax invoice follows when the service is actually supplied. GST is payable on advances received for services in the period of receipt, and the receipt voucher documents that liability. Advances for the supply of goods are not taxed at receipt for normal taxpayers under Notification 66/2017. If the rate is not determinable when the advance arrives, tax is paid at 18 percent, and if the nature of supply is not determinable, it is treated as inter-state. Service firms in Foreshore Estate with retainer billing should map this into their monthly cycle.
We hire security guards from an agency. Should they charge GST or should we pay it ourselves?
Check the agency's constitution. Since 1 January 2019, security services by way of supply of security personnel provided by any person other than a body corporate to a registered person fall under reverse charge, so your business pays the 18 percent directly and claims credit. If the agency is a body corporate, such as a private limited company, it charges GST under forward charge on its invoice. Recipients registered under the composition scheme are excluded from this reverse charge entry. Businesses in Foreshore Estate commonly pay agencies' forward-charge invoices while also missing their own RCM cases, so an annual review of security and manpower bills is worthwhile.
Is there a deadline for declaring credit notes for a financial year?
Yes, and it is strict. A credit note relating to an invoice of a financial year must be declared in your returns by 30 November following the end of that financial year, or the date of filing the annual return, whichever is earlier. After this date, you can no longer reduce your output tax through a GST credit note for that year's invoices; any adjustment becomes purely commercial with no tax benefit. Sales returns in Foreshore Estate businesses often surface months later, especially season-end returns from distributors, so sweep your pending returns and disputes each October and issue the credit notes in time.
How should I raise invoices on foreign clients and report them in my returns?
You may invoice in foreign currency, but your GST records must state the value in rupees. An export invoice under LUT should carry the endorsement that the supply is meant for export under Letter of Undertaking without payment of integrated tax, along with your GSTIN, SAC code and the recipient's overseas address. In GSTR-1, these invoices go into Table 6A marked without payment of tax, and the turnover flows into GSTR-3B as zero-rated supplies. Match every invoice to a FIRC or bank credit. Our filing package for exporters in Foreshore Estate includes this export documentation at Rs.749 per month.
My landlord in Foreshore Estate has no GSTIN but my business is registered. Who pays GST on the shop rent?
You do. With effect from 10 October 2024, renting of immovable property other than a residential dwelling by an unregistered person to a registered person was brought under reverse charge through Notification 09/2024-Central Tax (Rate). So a registered trader renting a shop from an unregistered landlord must pay 18 percent under RCM through GSTR-3B and can claim it back as input tax credit if eligible. Composition taxpayers have since been kept outside this entry, given they cannot claim credit. Many small businesses in Foreshore Estate are still unaware of this 2024 change, and scrutiny notices on rent entries have already begun appearing. Call +91 - 9600 606 444 to regularise past months.
Do I have to pay GST on my Adobe, Canva or AWS subscriptions billed from abroad?
If you are GST-registered and the foreign supplier has not charged Indian GST, yes. Services received from a supplier located outside India for business purposes are an import of services, taxable in your hands under reverse charge at 18 percent. You must pay the tax in cash through GSTR-3B, raise a self-invoice, and can simultaneously claim the same amount as input tax credit if the expense is otherwise eligible, making it cash-flow neutral for most businesses. Unregistered persons do not pay reverse charge; instead, the foreign provider may charge GST under the OIDAR rules. Many Foreshore Estate agencies miss these entries during scrutiny.
What is the late fee if I file a nil return late?
For a nil GSTR-3B or nil GSTR-1 filed after the due date, the late fee is Rs.20 per day of delay (Rs.10 CGST plus Rs.10 SGST), capped at Rs.500 per return (Rs.250 plus Rs.250). No interest applies since there is no tax payable. While Rs.500 sounds small, defaults across several months add up, and the bigger cost is the compliance chain breaking and your GSTIN being flagged. If you have a backlog of nil returns pending in Foreshore Estate, call +91 - 9600 606 444; clearing them usually takes us a single working day.
Why should I reconcile GSTR-2B with my purchase books every month?
Because your input tax credit in GSTR-3B is legally restricted to invoices appearing in GSTR-2B. Under Section 16(2)(aa) and Rule 36(4), credit is available only when the supplier has reported the invoice in their GSTR-1 and it flows into your GSTR-2B. Monthly reconciliation catches suppliers who have not filed, invoices reported with wrong GSTINs, duplicate entries and rate differences, before they become mismatch notices. It also protects working capital, since missed credits sit unclaimed. A disciplined monthly reconciliation, matched invoice by invoice, is the single most effective protection against ITC disputes for businesses in Foreshore Estate.
How do I claim credit of the IGST paid on imported goods?
IGST paid at customs on imported goods is fully creditable, with the bill of entry serving as the prescribed duty-paying document instead of a tax invoice. The data flows from ICEGATE into your GSTR-2B, and the claim is made in Table 4(A)(1) of GSTR-3B. If a bill of entry does not appear, use the search BoE facility on the GST portal to fetch the record before assuming it is missing. Remember that basic customs duty and the social welfare surcharge are never creditable; only the IGST and compensation cess components are. Importers in Foreshore Estate should reconcile their ICEGATE ledger with GSTR-2B quarterly, because clearance-date mismatches are frequent.
Do I have to issue an invoice for every small cash sale in my shop?
Not necessarily. Where the value of a supply is less than Rs.200, the buyer is unregistered, and the buyer does not ask for an invoice, you may skip issuing an individual tax invoice. Instead, you must prepare one consolidated tax invoice at the close of each day covering all such small sales. The moment a customer demands an invoice, or the sale is Rs.200 or more, a proper invoice is required. Retail counters typically issue system receipts to every customer anyway, which is cleaner practice, but the daily consolidated invoice is the legal minimum for petty sales.
What are the common types of GST notices a business can receive?
The frequent ones are: REG-03 seeking clarification on a registration application; GSTR-3A for non-filing of returns; ASMT-10 pointing out discrepancies found on scrutiny of returns; DRC-01A intimating an ascertained tax liability before formal proceedings; DRC-01, the show cause notice under Section 73 or 74; ADT-01 intimating a departmental audit; REG-17 proposing cancellation of registration; RFD-08 proposing rejection of a refund claim; and summons under Section 70. Each has its own reply form and deadline, ranging from seven working days to thirty days, so identifying the notice type correctly is the first step in responding. When in doubt, call +91 - 9600 606 444.
What is the electronic liability register on the GST portal and why should I check it?
The electronic liability register, maintained in Form PMT-01, records every liability raised against your GSTIN: self-assessed tax from returns in Part I, and demands from assessments, adjudication orders and DRC-07 summaries in Part II. Payments and pre-deposits are set off against these entries. You can view it under Services, then Ledgers. Checking Part II periodically matters because demand entries you never noticed can trigger recovery, interest accumulation and refund adjustments. During any refund claim, the officer will offset outstanding register balances, so a clean register speeds up your money. We review all three ledgers in every Foreshore Estate health check.
Is the late fee charged on delayed returns the same thing as a penalty?
No, they are legally distinct. Late fee under Section 47 is an automatic, fixed daily charge for filing a return after its due date, computed by the portal and payable in cash before the return is accepted; no officer discretion or notice is involved. Penalty, under provisions such as Sections 122 to 125, is imposed through adjudication for specified offences, requires a show cause notice and hearing, and can be contested or reduced. Interest under Section 50 is a third, separate levy compensating for delayed payment. A delayed return with tax due can therefore attract all three simultaneously, each on its own footing.
Why is there GST on an under-construction flat but not on a ready-to-move one?
Construction of an apartment intended for sale is a supply of service only when any part of the consideration is received before the completion certificate is issued or before first occupation. Such under-construction sales attract 1 percent for affordable residential apartments and 5 percent for other residential apartments, both without input tax credit to the builder. Once the completion certificate is issued, sale of the building is neither a supply of goods nor of services under Schedule III, so a ready-to-move flat carries no GST at all, only stamp duty and registration charges. Timing of booking therefore changes the buyer's cost materially.
How many digits of the HSN code must I print on my tax invoices?
Under Notification 78/2020 Central Tax, taxpayers with aggregate turnover up to Rs.5 crore in the preceding financial year must mention a 4-digit HSN code on all B2B tax invoices, though it is optional on B2C invoices. Taxpayers with turnover above Rs.5 crore must mention 6-digit HSN codes on every invoice, including B2C. Eight digits are required for specified goods such as certain chemicals and for export documentation. Services follow the same rule using SAC codes, which begin with 99. Printing truncated or wrong codes on invoices creates mismatches later, so set the codes correctly in your billing software once.
What is the place of supply for freight and courier charges on goods?
For transportation of goods, including by courier, Section 12(8) fixes the place of supply as the location of the recipient where the recipient is registered. Where the recipient is unregistered, it is the location where the goods are handed over for transportation. So a registered Foreshore Estate manufacturer paying a transporter for a Chennai-to-Delhi movement has Tamil Nadu as the place of supply, and the RCM liability is paid as CGST plus SGST if the transporter is also in Tamil Nadu. This rule matters chiefly for paying reverse charge on GTA freight under the correct heads, because paying IGST where CGST and SGST were due creates a refund-and-repay exercise later.
What documents are required for GSTR-1 & GSTR-3B monthly filing in Foreshore Estate?
For GSTR-1 & GSTR-3B monthly filing you will generally need: Sales invoices or sales register for the month, Purchase invoices or purchase register, Credit notes and debit notes issued during the month, GST portal login credentials, Bank statement for the period, if reconciliation is needed. The exact list depends on your constitution — proprietorship, partnership, LLP or company — and on the specifics of your case. Send what you have on WhatsApp to +91 - 9600 606 444 and we will confirm within the same working day exactly what else is needed, so nothing is rejected later for a missing paper.
