Notification No. 08/2025-Central Tax · 2025-01-23
For taxpayers who filed GSTR-9 but failed to furnish the accompanying GSTR-9C reconciliation statement for any year from FY 2017-18 to FY 2022-23, CBIC waived the late fee in excess of the amount computed up to the date the GSTR-9 was filed, provided the pending GSTR-9C was furnished on or before 31 March 2025. No refund was allowed of late fee already paid for delayed GSTR-9C in these years.
How we apply it: Businesses above the Rs 5 crore threshold with missing GSTR-9C filings could complete them by 31 March 2025 at no extra late fee, closing a common audit-trail gap before notices arrive.
Circular No. 177/09/2022-TRU · 2022-08-03
The Board answered a set of service classification and exemption questions arising from the 47th GST Council meeting. Most importantly for property transactions, it confirmed that the sale of land after levelling and after laying drainage, water and electricity lines remains a sale of land under Schedule III and is outside GST, while development services such as levelling and laying of drainage lines that the developer itself receives from contractors attract GST at the applicable rate. Several other exemption and rate questions on specified services were also settled.
Why this matters: Chennai plot developers can rely on this circular for the position that a plot sale price is not taxable, but must still bear GST on the development works they buy in from contractors.
35th GST Council Meeting, New Delhi — 21 June 2019 · 2019-06-21
At the first meeting chaired by Finance Minister Nirmala Sitharaman, the Council decided to introduce an electronic invoicing system in a phase-wise manner for business-to-business transactions. The press release recorded that e-invoicing would help taxpayers with backward integration and automation of tax-relevant processes and would help authorities combat evasion, with Phase 1 proposed to be voluntary and rolled out from January 2020. This decision is the origin of the Invoice Registration Portal, the IRN and the QR code now mandatory for most mid-sized and large businesses.
Practical effect: Every later e-invoicing threshold reduction, down to the Rs 5 crore limit now applicable, traces back to this decision, so businesses crossing a threshold must set up e-invoicing from the first day of the next financial year.
