The electronic credit ledger was blocked by a State Tax Officer. The High Court quashed the blocking, holding that Rule 86A permits only the Commissioner, or an officer authorised by him who is not below the rank of Assistant Commissioner, to exercise the power. A general delegation notification issued under the State GST Act could not override that express requirement written into the rule, so the order of the lower-ranked officer was without jurisdiction.
What it means for you: When your ledger is blocked, check the designation of the officer who signed the order — anything below Assistant Commissioner is open to challenge.

From the August 2022 return period the whole of the credit appearing in GSTR-2B must first be reported as credit available in Table 4(A), with ineligible and reversible credit then shown separately in Table 4(B). Reversals that can be reclaimed later, such as those under Rule 37, go into Table 4(B)(2) and the reclaim is reported in Table 4(D)(1). Only the net figure reaches the electronic credit ledger.

The Karnataka Authority for Advance Ruling denied the claim, but the Appellate Authority reversed that view and held that these partitions are movable, can be dismantled and shifted without damage, and do not become immovable property, so the blocked credit provisions of Section 17(5)(d) do not apply and credit is available, provided the items are not capitalised as immovable property in the books of account.
Why this matters: When fitting out rented premises, prefer demountable partitions and furniture and record them as movable assets, so the GST on the fit-out remains creditable.
