Exports of electricity move through transmission lines and generate no shipping bill or export general manifest, so the ordinary refund route on the portal did not work. The Board prescribed that such exporters claim refund of accumulated input tax credit under the Any Other category in FORM GST RFD-01, supported by the Regional Energy Account statements issued by the Regional Power Committee Secretariat and the export agreement, with export turnover computed on scheduled energy and the agreed tariff.
What it means for you: Power sector businesses exporting electricity must file under the Any Other refund category with energy account statements, not the standard export refund category.

Meeting shortly after the Kerala floods, the Council discussed that State's proposal to impose a cess on SGST to fund rehabilitation and flood-related works. Because GST had removed the States' independent power to levy such a cess, the Council constituted a seven-member Group of Ministers convened by the Deputy Chief Minister of Bihar, with members from Assam, Kerala, Maharashtra, Odisha, Punjab and Uttarakhand, to examine modalities for revenue mobilisation in case of natural calamities and disasters, reporting by 31 October 2018.
Why this matters: This process produced the Kerala flood cess of 2019, the only State-specific GST cess so far, and set the template for how any similar Tamil Nadu levy would have to be approved.

GSTN removed the requirement to select a refund period in chronological order for certain refund categories, so a claim need not follow strict sequence, and moved those categories to invoice-based filing. For export of services with payment of tax, supplies to special economic zone units with payment of tax, and deemed export claims by the supplier, the applicant uploads the specific invoices in the relevant statement and those invoices are then locked against a repeat claim. All returns due up to the date of the claim must be filed.
Why this matters: Keep returns current and your export invoice register clean, since refunds are now claimed invoice by invoice and each invoice can be used only once.
