Finalising the formats behind the principles approved in May, the Council approved optional quarterly return filing with monthly payment of tax for small taxpayers with turnover below Rs 5 crore, noting that 93 per cent of taxpayers fall below that figure. Two simplified formats were designed: Sahaj for small traders making only B2C supplies and Sugam for those making both B2B and B2C supplies. Both required less information than the regular return.

Practical effect: Sahaj and Sugam were never implemented as designed, but the Rs 5 crore turnover line and the quarterly-return-with-monthly-payment model survive in today's QRMP scheme.

Implementing the Finance Act, 2023 amendments to Sections 37, 39, 44 and 52, notified by Notification No. 28/2023-Central Tax, GSTN advised that from the July 2025 tax period the portal blocks filing of GST returns once three years have passed from their due date. The bar covers GSTR-1, GSTR-1A, GSTR-3B, GSTR-4, GSTR-5, GSTR-5A, GSTR-6, GSTR-7, GSTR-8 and GSTR-9. Taxpayers with old pending returns were urged to reconcile their records and file before the returns became permanently time-barred on the portal.

Because of a reverse charge entry effective 18 July 2022: renting of a residential dwelling to a registered person attracts 18 percent GST payable by the tenant under reverse charge, even when the landlord is unregistered. Renting to unregistered individuals for residence remains fully exempt. There is a carve-out from 1 January 2023: a proprietor renting a dwelling in his personal capacity for use as his own residence, on his own account and not for the business, is exempt. Companies and firms renting flats, including for guest houses, must therefore pay RCM monthly through GSTR-3B. We correct many such missed entries during our compliance health checks.
How does an ISD actually distribute credit among branches?
Distribution follows Section 20 read with Rule 39. Credit attributable to a single branch goes only to that branch; credit for common services is distributed among operational branches in the ratio of their turnover in the preceding financial year. The ISD issues an ISD invoice to each recipient GSTIN and reports the distribution in GSTR-6 by the 13th of the following month, after which the credit appears in each branch's GSTR-2B. IGST credit is distributed as IGST, while CGST and SGST credit is distributed as IGST to branches in other states. Excess distribution is recoverable from the recipient with interest, so the turnover ratios must be computed carefully each year.
I paid my supplier only part of the invoice within 180 days. How much ITC do I reverse?
The reversal is proportionate. If you paid sixty percent of the invoice value including tax within 180 days, you reverse only the ITC attributable to the unpaid forty percent, reporting it in Table 4(B)(2) of the GSTR-3B for the tax period immediately following the expiry of the 180 days. Amounts settled through book adjustments, such as netting off mutual dues or debit notes for quality deductions reducing the payable, have been accepted as payment in advance rulings, so a properly documented ledger adjustment protects the credit. Retention money held under contract terms is the most common trigger we see in Kottivakkam construction and job-work businesses.
Can my company claim ITC on a car purchased for business use, and what about its insurance and repairs?
Generally no. Section 17(5)(a) blocks credit on motor vehicles for transporting persons with approved seating up to thirteen including the driver, even when used for business, unless you are in the business of further supplying such vehicles, transporting passengers, or imparting driver training. Section 17(5)(ab) extends the block to insurance, servicing and repairs of such vehicles. Transfer of development rights and long-term leases to promoters are also covered. An ordinary trader or service provider in Kottivakkam buying stationery from an unregistered shop has no Section 9(4) liability at all.
Is GST charged before or after the discount shown on my invoice?
Discounts given before or at the time of supply and recorded on the face of the invoice are excluded from the value of supply under Section 15(3)(a).
