A day before the change took effect, the Tax Research Unit issued FAQs explaining that the expression takes its meaning from the Legal Metrology Act, 2009 and covers commodities intended for retail sale in packs of up to twenty-five kilograms or twenty-five litres that must bear statutory declarations. A single package above that limit is not covered, nor are packs supplied to an industrial or institutional consumer. Loose sale from a large pack by a retailer does not attract the levy.
What it means for you: A fifty-kilogram rice bag sold as one package stays outside the levy, but the moment it is repacked into labelled retail bags of twenty-five kilograms or less, five per cent applies.

Section 9(4) of the CGST Act as originally enacted made a registered person liable to pay tax under reverse charge on all inward supplies received from unregistered persons. This notification granted a de minimis exemption where the aggregate value of such supplies received from all unregistered suppliers did not exceed Rs 5,000 in a day. The exemption proved unworkable in practice and section 9(4) was soon suspended altogether.
What it means for you: This threshold only matters for the July to October 2017 period, and Chennai businesses still facing scrutiny for those months should check the daily aggregate rather than invoice-wise values.

GST appeals were rejected as time-barred under Section 107 although the delay was only about thirteen to fourteen days. The Madras High Court directed the appellate authority to receive and dispose of the appeals on merits subject to satisfaction that the pre-deposit requirement was met, and accepted that amounts already appropriated from the electronic cash ledger could count towards that deposit.
Why this matters: A short delay in filing an appeal is usually curable, and money already recovered from your ledger can be treated as part of the pre-deposit.
