Where an officer had passed a best-judgment assessment order under Section 62(1) on or before 28 February 2023 because a taxpayer failed to file returns, the order was deemed withdrawn if the taxpayer furnished the valid return by 30 June 2023 (extended to 31 August 2023) along with interest under Section 50 and late fee under Section 47. The relief applied even where the 30-day statutory period to file the return had lapsed and no appeal had been filed against the assessment order.
What to do about it: An ASMT-13 best-judgment order is not the end of the road; filing the actual return within any notified window can wipe out the estimated demand entirely.

CBIC settled a much-litigated question. Remuneration paid to an independent director or any director who is not an employee of the company is taxable in the hands of the company under reverse charge. For a whole-time or executive director, the part declared as salary and on which tax is deducted under section 192 of the Income-tax Act is treated as consideration in the course of employment and is outside GST, while the part treated as professional fees with deduction under section 194J is taxable under reverse charge.
Why this matters: The income tax treatment of a director's pay now decides the GST treatment, so payroll and reverse charge working should be aligned each month.
Tamil Nadu Water Investment Company Ltd - AAR Tamil Nadu, advance ruling reported at 2019 (2) TMI 187 · 2019
The Chennai company provided management consultancy and detailed project report services to the Chennai Metro Water Supply and Sewerage Board for water related projects. It asked whether the service attracted GST. The Authority held that the supply was a pure service with no supply of goods involved, rendered in relation to a function entrusted to a municipality, and was therefore exempt from GST under the entry covering pure services supplied to government and local authorities.
