This notification waived the late fee under section 47 for registered persons who failed to furnish FORM GSTR-1 for the months or quarters from July 2017 to September 2018 by the due date, provided the pending returns were furnished between 22 December 2018 and 31 March 2019. It was an amnesty aimed at bringing dormant and defaulting registrations back into the return filing system.

The chapter-wise, rate-wise schedule dated 18 May 2017 was published on the CBEC website immediately after the meeting, subject to further vetting, and formed the basis of the rate notifications issued for the 1 July 2017 rollout.

To back up the registration processing instruction, CBIC required every CGST Zone to publicise a dedicated email address for registration grievances on its website and on the notice board of the concerned office. Applicants aggrieved by improper queries, unjustified rejection or delay may write to that address with the application reference number; the zone must examine the grievance, take corrective action and report the disposal to the Directorate General of GST periodically.
