As COVID relief, the Council reduced late fee for all pending GSTR-3B returns for the tax periods from July 2017 to January 2020. Where there was no tax liability the late fee was reduced to nil, and where there was a tax liability it was capped at Rs 500 per return. The reduced or waived late fee applied only if the returns were furnished between 1 July 2020 and 30 September 2020. Certain clauses of the Finance Act, 2020 were brought into force.
Why this matters: This was the single largest late fee amnesty of the early GST years, and businesses that used it cleared years of backlog for a few hundred rupees per return.

Taxpayers whose registrations were cancelled but who never filed the final return in Form GSTR-10 were allowed to file it with the late fee capped at Rs 1,000 (CGST plus SGST), against the normal accumulation of Rs 200 per day. The window ran from 1 April 2023 to 30 June 2023 and was extended to 31 August 2023. This closed a common compliance gap that otherwise blocked clean exits and triggered notices.
What it means for you: Whenever a GSTIN is cancelled, file GSTR-10 within three months; if an old one is pending, watch for amnesty windows that cap the late fee at a nominal amount.

Where the input tax credit availed in GSTR-3B exceeds the credit available in GSTR-2B by more than the prescribed limit, the portal issues an intimation in Form GST DRC-01C. The taxpayer must reverse the excess with interest through DRC-03 or file a reply in Part B giving reasons, within seven days. If neither is done, the filing of the next GSTR-1 or Invoice Furnishing Facility statement is blocked.
What it means for you: Match your credit register against GSTR-2B before filing GSTR-3B, since an unexplained excess now stops your outward return.
