From 18 July 2022 a goods transport agency may choose to pay tax itself instead of leaving it to the recipient under reverse charge. The option is exercised by filing a declaration in Annexure V with the jurisdictional officer before the financial year begins. Having opted in, the transporter charges tax on its own invoices, either at 5 per cent without input tax credit or at 12 per cent with full credit, and the recipient must not pay reverse charge on those bills.
Why this matters: Chennai manufacturers and traders must collect the Annexure V position of each transporter, because paying reverse charge on a forward-charge bill leads to a double payment that is hard to recover.

The supplier keyed in the customer's Uttar Pradesh GST number instead of the Andhra Pradesh one while filing GSTR-1, and the correction window had lapsed. The Madras High Court allowed the writ petition and directed that the return be permitted to be amended, describing the mistake as a bona fide human error. The Court observed that assessees should not be prejudiced from availing credit they are otherwise legitimately entitled to, particularly where the matching forms were never notified.
Practical effect: A typographical GSTIN error that has cost your buyer their credit is curable — do not simply write off the credit as lost because the portal has closed the amendment window.

CBIC prescribed a uniform procedure for non-filers. A system-generated reminder goes out three days before the due date, followed by a notice in FORM GSTR-3A after the due date giving fifteen days to file. If the return is still not filed, the officer may assess the liability to the best of his judgment under section 62 and issue an order in FORM GST ASMT-13. That order is deemed withdrawn if the taxpayer files the valid return within thirty days of service.
What it means for you: An ASMT-13 best-judgment order is not the end; filing the missing return within the statutory window from service makes it fall away automatically.
