This was the first notification issued under the CGST Act. It appointed 22 June 2017 as the date on which the preliminary and registration provisions came into force, including sections 1 to 5, section 10 (composition levy) and sections 22 to 30, which deal with who must register, compulsory registration, the procedure for registration, amendment of registration and cancellation. It opened the GST registration window before the tax itself became payable.

The Council reduced GST on all electric vehicles from 12 per cent to 5 per cent and on chargers or charging stations for electric vehicles from 18 per cent to 5 per cent. Hiring of electric buses with carrying capacity of more than twelve passengers by local authorities was exempted. All these changes took effect from 1 August 2019. The Council also extended the last date for opting into the six per cent service composition scheme in CMP-02 to 30 September 2019.

The Supreme Court held that refund of indirect taxes must ordinarily be claimed through the machinery provided in the taxing statute and within the limitation prescribed there. Crucially, it held that a refund cannot be granted where the claimant has passed on the tax burden to the buyer, as that would result in unjust enrichment. The claimant must prove that the incidence of tax was borne by him.
