It asked whether integrated tax was payable again when the goods were removed from the zone to the domestic tariff area, over and above the tax collected at the time of customs clearance. The Authority, following Circular No. 3/1/2018-IGST dated 25 May 2018, held that the applicant is not liable to pay IGST at the time of removal, the levy arising once at clearance for home consumption.
Practical effect: Chennai importers using FTWZ facilities pay IGST once at clearance and should resist any demand for a second levy on removal.

GSTN removed the requirement to select a refund period in chronological order for certain refund categories, so a claim need not follow strict sequence, and moved those categories to invoice-based filing. For export of services with payment of tax, supplies to special economic zone units with payment of tax, and deemed export claims by the supplier, the applicant uploads the specific invoices in the relevant statement and those invoices are then locked against a repeat claim. All returns due up to the date of the claim must be filed.

The High Court had awarded exporters interest at nine per cent on refunds released after delays of a few months. Reversing that, the Supreme Court held that the main part of Section 56 of the CGST Act fixes interest at six per cent, and the higher nine per cent rate applies only under the proviso, that is where the refund arises from an order of an adjudicating authority, appellate authority, tribunal or court. Courts cannot apply equitable rates where the statute has spoken.
Practical effect: A Chennai exporter chasing a delayed refund should claim interest at six per cent under Section 56 and reserve the nine per cent claim for refunds sanctioned pursuant to an appellate or court order.
