Every central tax rate notification for goods has an integrated tax twin carrying exactly double the central rate, because IGST on an interstate supply equals CGST plus SGST. A schedule entry at 9 per cent central tax therefore appears at 18 per cent in the integrated tax notification. State GST notifications issued by the Tamil Nadu Commercial Taxes Department replicate the central schedules word for word, so the rate on a product is identical whether the sale is within Chennai or to another State.
Practical effect: Do not look for a different rate on interstate sales; only the head of tax changes, so a Chennai seller charges IGST at the same combined percentage on a supply to Bengaluru.

A transporter sought release of detained goods. The Court dismissed the petition, holding that under Section 129 the entitlement to seek release of goods lies only with the owner, his agent or representative. The transporter's remedy is confined to release of the conveyance on payment of the penalty or one lakh rupees, whichever is less. Any claim about payment of tax on the consignment has to be pursued by the assessee who owns the goods, not by the carrier.
What to do about it: When a Chennai consignment is detained, the consignor or consignee must file the release application in its own name; letting the lorry operator do it will cost time.

The Board settled several goods classification disputes following the 47th GST Council meeting. It confirmed that electrically operated vehicles attract the five per cent rate whether or not they are fitted with a battery pack at the time of supply, and that treated sewage water is exempt because the exclusion for purified water does not extend to it. Rates on fly ash bricks and blocks and on certain by-products of milling of pulses were also clarified.
