It held that the term goods covers all types of movable property, tangible or intangible, provided the item can be abstracted, transmitted, transferred, delivered, stored and possessed. A German company's liaison office in Tamil Nadu carried on only the representational and coordination activities permitted by the Reserve Bank of India and received funds from its head office to meet office expenses. The Authority held that liaison activities carried on strictly within the RBI permission do not amount to a supply under the CGST and TNGST Acts, the remittances from the head office are not consideration, and the liaison office is neither liable to pay GST nor required to register.
What it means for you: A genuine liaison office in Chennai doing only representational work stays outside GST, but any commercial activity changes that position.

Where an unregistered person has borne GST on a flat booking or a long term insurance policy that is later cancelled, and the supplier can no longer issue a credit note because the time limit under Section 34 has expired, the buyer may claim the refund directly. The circular prescribes obtaining a temporary registration on the common portal using PAN, and filing FORM GST RFD-01 under the prescribed category with the cancellation document and proof of payment, subject to the minimum refund threshold.
Why this matters: A Chennai homebuyer whose builder agreement is cancelled after the credit note window has closed can still recover the GST directly from the department through a temporary registration.
