This was the first notification issued under the CGST Act. It appointed 22 June 2017 as the date on which the preliminary and registration provisions came into force, including sections 1 to 5, section 10 (composition levy) and sections 22 to 30, which deal with who must register, compulsory registration, the procedure for registration, amendment of registration and cancellation. It opened the GST registration window before the tax itself became payable.
Why this matters: Every Chennai registration granted on or after 22 June 2017 traces its legal authority to this notification, so registration certificates dated from that day are validly issued.

The taxpayer argued that once the State GST authorities had taken up his case, Section 6(2)(b) barred the Central intelligence wing from issuing summons on the same subject. The Division Bench drew a distinction between a 'proceeding' such as assessment, adjudication or recovery, and an 'inquiry' under Section 70. The bar in Section 6(2)(b) applies only to overlapping proceedings on the same subject matter, and does not prevent an intelligence-based inquiry by the other authority. The summons was upheld.
Why this matters: A Chennai business already under State GST scrutiny cannot refuse a DGGI summons on cross-empowerment grounds, though it can still object if the Centre later starts a parallel adjudication on the identical issue and period.
GSTN Advisory, November 2024 — Form GST DRC-03A functionality on the portal (Rule 142(2B) and Notification No. 12/2024-Central Tax, dated 10 July 2024) · 2024-11
Many taxpayers paid confirmed demands through Form DRC-03 rather than through the payment option against the demand order, so the amount was never adjusted in the electronic liability register and the demand continued to show as outstanding, exposing them to recovery action. Rule 142(2B) and Form GST DRC-03A were introduced to allow such payments to be linked with the relevant demand order, and GSTN enabled the form on the portal in November 2024.
What to do about it: If you settled a GST demand through DRC-03, file DRC-03A at once so the liability register closes and no recovery notice follows.
