GSTN Advisories dated 12 April 2023 and 6 May 2023 — time limit for reporting invoices on the Invoice Registration Portal · 2023-04-12
GSTN announced that taxpayers with aggregate annual turnover of one hundred crore rupees or more would be unable to report an invoice on the Invoice Registration Portal more than seven days after the document date, with effect from 1 May 2023. After representations the implementation was deferred by three months. The idea returned later as a thirty day reporting limit applying to taxpayers with turnover of ten crore rupees and above.
What it means for you: Large Chennai taxpayers should generate the invoice reference number on the day of billing rather than leaving e-invoicing to month end.
41st GST Council Meeting (video conferencing) — 27 August 2020 · 2020-08-27
The 41st meeting was convened with a single agenda item, GST compensation to states and union territories, after collections collapsed during the pandemic. The Centre placed before the Council two borrowing options for meeting the compensation shortfall for 2020-21: a special window facilitated by the Reserve Bank of India for the portion of the shortfall attributed to GST implementation itself, or market borrowing of the entire estimated shortfall by the states, in both cases serviced from future compensation cess collections. States were given a short period to convey their choice.

The importer sold a range of children's toys, some containing electronic circuits and some working purely mechanically. It asked for the correct rate on each. The Authority held that toys containing electronic components attract 18 percent under the residual entry for electronic toys, irrespective of how those components are used, so children's scooters and smart tricycles with lights and music are taxed at 18 percent, while toys that work without electronics remain at 12 percent.
Practical effect: Chennai toy traders must classify item by item, because a single electronic component moves a product from 12 to 18 percent.
