The 56th GST Council meeting approved the biggest structural reform since 2017, replacing the 5, 12, 18 and 28 per cent slabs with a two-rate structure — a 5 per cent merit rate and an 18 per cent standard rate — plus a 40 per cent de-merit rate for a narrow set of luxury and sin goods. The Board, based at the DMS Campus in Teynampet, Chennai, owned immovable property and let portions of it to government departments and business entities. It asked whether it needed registration and whether the rent was exempt because the tenant was the government. The Authority held that renting of commercial property by the Board to a government or a business entity is not an exempt supply, so GST was payable on the rent collected.
Practical effect: Chennai landlords letting premises to government offices must charge GST unless a specific exemption entry clearly covers the letting.

CBIC clarified the mechanics of the new section 9(5) liability for restaurant services supplied through electronic commerce operators. It confirmed that the operator is not required to collect tax at source on such supplies, that the operator must pay the tax in cash without using input tax credit, that the restaurant need not register merely because it supplies through an operator if it is otherwise below the threshold, and that the operator must issue the invoice for those supplies. It also clarified the treatment of the operator's own delivery charges.
What it means for you: Chennai restaurants on delivery platforms should reconcile the platform's monthly statement against their own books before filing, to avoid double payment or an unexplained turnover gap.
